24 Bohol LCEs named “Best” top 10 in local governance

TWENTY-FOUR local chief executives (LCEs), or municipal mayors, including Tagbilaran City, have been chosen as Bohol’s Best in local governance and service excellence, according to the report/survey of the Transparency Good Governance and Accountability Advocates (TGGAA).

Named at number one are Tagbilaran City Mayor Jane Censoria Cajes-Yap, Valencia Mayor Dionisio Neil A. Balite, Getafe Mayor Cary Monillas Camacho and Talibon Mayor Janette Aurestila Garcia, with a staggering percentage of 95.

At Number 2 with 94.45% are: Loay Mayor Atty. Hilario Lahar Ayuban, Buenavista Mayor Atty. Dave Duallo and Carmen Mayor Conchita “Che” Toribio delos Reyes. Number 3 with 94%: Garcia-Hernandez Mayor  Engr. Jess Baja, Anda Mayor Angelina “Inday” Simacio and Dimiao Mayor Randolph “King” Ang. Number 4 with 93.75%: Trinidad Mayor Atty. Roberto “Ondoy” C. Cajes (father of city mayor), and Candjay Mayor Thamar Olaivar.

Number 5 with 93.20%: Baclayon Mayor Atty.  Alvin Uy and San Isidro Mayor Atty. Diosdado “Dadz” Gementiza.. Number 6 with 92.50%: San Miguel Mayor Ian Gil Mendez and Ubay Mayor Violeta Reyes. Number 7 with 92%: Panglao MayorAdgardo Arcay and Dauis Mayor Marietta Sumaylo.

Number 8 with91.60%: Sierra-Bullones Mayor Atty, Michael Doria and Duero Mayor Al Taculad. Number 9 with 90.65%: Sevilla Mayor Engr. Junin Caberte, Balilihan Mayor Atty. Trisha Chatto and Mabini Mayor Onjie Bernales-Lim. NUmber 10 with 90.20%: Inabanga Mayor Dexter Muneses Ancla and Pres. Carlos P. Garcia Mayor Kenneth Estavilla.

The feedback came from 5,000 adult respondents on December 15, 2025 – January 10, 2026, “with a margin of error of ±3% and a 95% confidence level, the survey reflects public satisfaction with city leadership, governance, and service delivery.”

TGGAA said, “The performance evaluation of Mayors hinges on an array of vital and critical metrics.”

It added the following: Economic Development is gauged through factors such as job creation, business expansion, and efficacy of livelihood programs. Public Safety and Order are measured via crime rates, the effectiveness of emergency responses, and the quality of police-community relations.

Health and Social Services provision is assessed by healthcare quality, social welfare initiatives, and the management of public health crises. Infrastructure Development focuses on road construction and maintenance, public utilities, and environmental sustainability.

Education Improvement is evaluated based on school enrollment figures, education quality, and the state of educational facilities. Other influential factors include Good Governance attributes such as transparency, corruption deterrence, citizen engagement, and adaptability to modern challenges like climate change and digitalization.
