
THE City Government of Tagbilaran will once again conduct its yearly “Libre Kasalan” on February 14, 2026, reaffirming its commitment to family-centered programs that promote the sanctity of marriage and social inclusion.
According to City Civil Registrar Mr. Jubelyn Pulgarinas, interested couples may now register at the Tagbilaran City Civil Registrar’s Office, with the deadline for applications set on January 23, 2026.

The “Libreng Kasalan” program traces its roots to the administration of former City Mayor and now First District Congressman John Geesnell Yap II, during which the annual free wedding was first institutionalized.
Under the leadership of Mayor Jane Yap, the program was further expanded to include church weddings, allowing couples the option to be married at St. Joseph’s Cathedral in addition to civil ceremonies at City Hall.
Mayor Jane Yap emphasized that the initiative reflects the city government’s enduring support for families.
“Marriage is the foundation of a strong community. Through the Libreng Kasalan, we help couples begin their married life with dignity, joy, and without financial burden. This program is a continuation and expansion of a legacy that puts families at the center of governance,” Mayor Yap said.
The impact of the program was evident in 2025, when 271 couples were married through the city-sponsored event. Of these, 234 couples exchanged vows at St. Joseph’s Cathedral, while 37 couples were married at the City Hall Atrium.
The City Government ensured that all participating couples received a complete wedding package at no cost. This included bridal gowns with veils, barong tagalog with slacks, professional hair and makeup services, bridal bouquets and corsages, church decorations, wedding performers, professional photo and video coverage, LED walls, sound systems, meals for family members and witnesses, wine, a wedding cake, and wedding rings.
City officials encouraged qualified couples to apply early and complete their requirements on time, as Tagbilaran City continues to strengthen families through meaningful and inclusive compassionate programs.
