SP examines, okays 10 hospitals’ budget

THE provincial board of Bohol has approved the individual budget of ten hospitals for next year after each hospital successfully hurdled their defense of their proposed annual appropriations during a marathon budget hearings last week.

The said budget hearing was initiated by the appropriations committee chaired by BM Dr. Romulo Cepedoza along with members BMs Aldner Damalerio, Atty. Jamie Villamor, Atty. Tomas Abapo, Jr., Nathaniel Binlod, Greg Jala and PCL president Nick Besas and Vice-Gov. Tita V. Baja.

The total 2025 budget amounted to P4.5 billion in general fund.

Baja said budget hearing is intended for each department under the executive department or governor’s office, including the province’s owned-and-managed ten hospitals and the SP to defend their respective office budget proposal. The vice-governor hopes for the SP she chairs the time frame for the budget hearing and that the SP could approve it before the last day of December this year.

It is the power of the SP under the Local Government Code of 1991 to scrutinize each office proposed budget. But such office budget is prepared by the executive department, except for the legislative branch thru the provincial board.

Among the approved annual hospital budget is that of the Cong. Teodoro Galagar Memorial Hospital in Jagna town with a total of P155,396,667.52 for next year. The fund budget is bigger that this year’s P139,085,518.62, or 11.735% increase.

Another is that of Cong. Natalio Castillo Memorial Hospital in Loon town. The hospital has proposed for a P103,984,575.08 for next year, which is higher than this year’s P76,386,184.42, or 36.13% increase.

Meanwhile, Francisco Dagohoy Memorial Hospital in Inabanga, one of the ten hospitals managed by the Capitol posted P20 million target income for this year but surpassed it to P25,354,617.18, or 127% in terms of actual revenues earned, including receivables.

Clarin Community Hospital in Clarin town, the smallest, posted 103%. It overshot its target from just P10 million to P10,300,428.06.

Maribojoc Community Hospital in Maribojoc town recorded the second highest (102%) It also surpassed its target of P7 million to P7,154,231.91, based on the date presented during the budget hearing.

Cong. Garcia Memorial Hospital in Talibon garnered 96% from P110 million and attained P105,822,322.38; Cong. Teodoro Galagar Memorial Hospital in Jagna – P78 millon target (this year) attained P63,716,918.64 (82%); Catigbian District Hospital in Catigbian town – P25 million down to P17,146,840.08 (69%); and Cong. Toribio Memorial Hospital in Carmen – P42 million target down to P28,005,839.28 (67%).

Candijay Community Hospital in Candijay town – P20 million target but realized only P16,786,084.86 (84%); and Cong Natalio Castillo Memorial Hospital – P20 million down to P13,845,696.55 (69%); and Pres. Carlos P. Garcia Memorial Hospital – P10 million to P7,447,817.07 (74%). (rvo)
