THE Sangguniang Panlalawigan chaired by Vice-Gov. Tita V. Baja has approved a legislative measure to ensure that Bohol’s properties considered as its cultural heritage are protected and recognized.
Sangguniang Kabataan federation president Lawrence Xavier Ancla proposed to the SP session last week the said resolution, entitled “Approving and adopting the official list of local cultural inventory in the province of Bohol under the Philippine Registry of Heritage of the National Commission for Culture and the Arts to include four additional items.”
This came after identified the cultural properties were completed as of October 30, 2024 and to be submitted to the National Commission for Culture and the Arts (NCCA) and have gone through validation from cultural bearers involved, Ancla said.
He named the intangible Cultural Heritage: Asin Tibuok-making in Bohol, Dayegon sa Bohol and Tuob sa Bohol.
Immovable Natural Heritage is Lamanok Point in Anda, Bohol.
To support such claim of heritage, Ancla cited the following legal bases: Republic Act No. 10066, otherwise known as the “National Cultural Heritage Act of 2009,” declares that the State shall protect, preserve, conserve and promote the nation’s cultural heritage, its property and histories, and the ethnicity of local communities; and Sections 14 (b) and (c) of the same Act require local government units to establish and maintain an inventory of cultural property, Section 16 directs them to document and preserve the traditional and contemporary arts present within its jurisdiction.
Republic Act No. 7160 or the Local Government Code of 1991 provides that local government units shall ensure and support, among other things, the preservation and enrichment of culture, he said.
He added that the Department of the Interior and Local Government (DILG) and the National Commission for Culture and the Arts (NCCA) Joint Memorandum Circular (JMC) No. 2021-001 or the “Amended Guidelines on the Standardized Submission of Local Cultural Inventory (LCI) under the Philippine Registry of Heritage (PRH) for the Issuance of Certificate of Compliance (COC) to Local Government Units (LGUs)” providing amended procedures for LGUs in submitting the LCIs to NCCA.
