Tutor bares accomplishments in 19th Congress

CONGRESSWOMAN Alexie B. Tutor has bared her accomplishments under her committee on Civil Service and Professional Regulation at the House of Representatives where she represented the third district of Bohol.

She said that for the first regular session of the 19th Congress (July 25, 2022 to June 01, 2023), one hundred sixty-nine (169) bills and twenty-one (21) resolutions were primarily referred to the Committee while thirty-one (31) bills were secondary referrals.

Sixty- four (64) bills have been deliberated on, forty-seven (47) bills have been approved by the Committee, two (2) bills have been approved in 3rd Reading by the House to wit: House Bill 7027 in substitution of HB 5039 approved by the House on March 06, 2023 and transmitted to the Senate on March 07, 2023” An Act providing Preferential Appointment to appointive Officers and Employees holding valid Appointments to the New Positions in the approved staffing pattern following a Government Reorganization, Amending for the purpose, Section 4 of Republic Act No. 6656.”

Forty-five (45) bills have been approved by the Committee for Committee Report, to wit: HB 8452 in substitution of HBs 2045, 2710, 5251 ,5975 and 7262 entitled, “An Act Regulating the Registration, Licensure and Practice of Physical Therapy, Providing Funds Therefor;”   Unnumbered Substitute Bill in substitution of HBs 0204, 0521,1387, 1514, 1675, 2210, 2916, 3425, 3623, 4348, 6166, 6380 and HR 177 entitled, “An Act Providing for Security of Tenure and Benefits for Casual, Contractual, Temporary and Job Order Employees of the Government;” Unnumbered Substitute Bill in the substitution of HBs 1094, 1590, 1712, 2582, 3298, 3558, 3648, 3712, 3860 and 7258 entitled “An Act Amending Certain Sections of Republic Act 9173 Known as the Philippine Nursing Act of 2022, Providing for an Advanced Nursing Education Program;”  Unnumbered Substitute Bill in the substitution of joint HB’s 688, 1591, 6112, 6137 and 7727” An Act Providing for a PHYSICIAN’S ACT Repealing for the Purpose Republic Act No. 2382, As Amended, Otherwise Known as the “MEDICAL ACT OF 1959;”  Unnumbered Substitute Bill in the substitution of HB 5674” An Act Amending Republic Act No. 8495 Otherwise known as “The Philippine Mechanical Engineering Act of 1998” To update the Scope of Responsibilities of Mechanical Engineers;” Unnumbered Substitute Bill in the substitution of HB’s 0550 and 1513” An Act Strengthening the Constitutional Rights of Government Employees to Self-Organization, Collective Bargaining and Negotiation and Peaceful Concerted Activities and Use of Voluntary modes of dispute Settlement.”

The Committee also approved six (6) House Resolutions, to wit: House Resolution 870 in substitution to House Bill 4692 and adopted as House Resolution 00062 on March 21, 2023 “Resolution urging the Professional Regulation Commission (PRC) to establish a Service Center in the Municipality of KALIBO, PROVINCE OF AKLAN;” House Resolution 871 in substitution to House Bill 2332 and adopted as House Resolution 00063 on March 21, 2023 “Resolution urging the Professional Regulation Commission (PRC) to establish a Service Center in the City of VICTORIAS, PROVINCE OF NEGROS OCCIDENTAL;” House Resolution 872 in substitution to House Bill 294 and adopted as House Resolution 00064 on March 21, 2023 “Resolution urging the Professional Regulation Commission (PRC) to establish a Service Center in the City of BACOLOD, PROVINCE OF NEGROS OCCIDENTAL; House Resolution 1015 in substitution to House Resolution 746, pending with the Committee on Rules included in OB dated May 24, 2023 “Resolution urging the Professional Regulation Commission (PRC) to establish a Service Center in the Municipality of SINDANGAN, PROVINCE OF ZAMBOANGA DEL NORTE;” and House Resolution 1016 in substitution to House Bill 1127, pending with the Committee on Rules included in OB dated May 24, 2023 “Resolution urging the Professional Regulation Commission (PRC) to establish a Service Center in the Municipality of CATAINGAN, PROVINCE OF MASBATE.”.

The Committee conducted nine (9) Regular Committee meetings, two (2) Technical Working Group meetings, submitted eleven (11) Committee reports. Moreover, the Committee prepared nine (9) minutes of meeting, nine (9) spot reports and two (2) TWG highlights.

Other committee activities within the period were 28 local seminars/trainings attended by the Committee Staff. (rvo/PR)
