THE loud music emitted from discos or fiesta dance celebration and entertainment music anywhere in the province are numbered.
Provincial Board Member Atty. Venzeso “Benjie” Arcamo of the Sangguniang Panlalawigan (SP) has proposed an Ordinance controlling the loud music played in the fiesta or party bash and entertainment industries in the province.
This came as an offshoot of the loud and clear complaints from concerned residents against the music that became nuisance played by disco party during fiestas in the barangays.
One such incident was the disco in a barangay, Cortes town, that got criticized for its very loud sound that its vibrations can be heard in some barangays, Manga, Ubujan and Taloto in the city.
Leah Tirol Magni, who admitted she is a person with disability (PWD), posted in her fb page a comment about the loud music from Cortes town. Her post gained 399 likes, 113 comments and 29 shares.
“Don’t get me wrong. I am not so against the activity (disco) because I fully understand that some people really do enjoy that. What I am not comfortable with is the way it was CONDUCTED – beyond 12 MN and sound/bass was too much,” she said.
She also asked the bishop that the church will not allow this anymore. “Bishop, religious celebration man unta ning fiesta, I hope dili na mutugot ang Church ug inung ani nga klase nga celebrasyon nga mura jud ug wala nagsubay sa maayong gawi. Salamat Bishop.”
And her post has gone viral in facebook platform.
In Tagbilaran City, there are some entertainment joints, some of them are in open spaces, which have no time regulation of their music playing. Their loud music disturbs the neighboring houses.
Other entertainment establishments in the city follow the 10:00 in the evening limit.
It was not clear what concrete measures or city ordinance the city government is enforcing.
Arcamo reportedly that loud music is not only harmful, but also poses risk to those who have heart ailments.
“When the music is too loud it is no longer enjoyable but uncomfortable. When I consulted a doctor, I was told that it will affect your health, particularly people with heart ailment,” he said.
Arcamo’s was adopted in first reading during the session last week.
It was expected that a public hearing and committee meeting tackling this issue are to be conducted as a matter of procedure and policy. (rvo)
