4 Bohol PNP stations host digitized clearance system

FIRST time job seekers can get their new police clearances for free, while senior citizens and persons with disabilities can get discounts.

This as the Philippine National Police (PNP) implements this year the National Police Clearance System (NPCS), an integrated digitized crime clearance system which is par of the long-term police transformation program that seeks to modernize the country’s PNP.

Hosted now by 4 police stations in which the PNP installed the equipment to access the NCPS, the new set up is a part also of the mandate of former President Rodrigo Duterte to fast track release of documents and hasten government processes, bared Bohol Provincial Police Officer and Camp Dagohoy operations officer Police Major Norman Nuez.

Unlike the local police clearance one obtains, the old certification is based on records within the municipality, while the new NPCS uses an integrated nationwide databank at the police headquarters, which unifies all records tagged to the name of the individual, explains Police Master Sergeant Celso Orapa, of the Tagbilaran City PNP.

Personal records, when one applies for a police clearance, go to a databank and this is updated every time an entry on the name is added to the website, adds Police Corporal Niño Esdrelon, the city NPCS in charge.

And unlike then when people just go to the police station to secure their local police clearances, now, they would just file their requests online, set an appointment, process the online or cash payments and ready their government issued IDs and PSA authenticated birth certificate, Cpl Esdrelon continued.

The good thing about this integrated NCPS is that since this is nationwide, one can just go to a police station installed with the NPCS and claim his certificate, even if he does not reside in the place.

The NCPS works in a way like when one applies for the clearance, he shows two identification cards, which data is also encoded to enrich the national crime database. All police stations are also tasked to upload all crime profiles real time, this will also update the NCPS database, according to the police.

Unlike the old police clearance too, the local police wont accept payments as this is done through online facilities or through bank transfers, P160 at the banks and P180 when paid through online facilities like GCash or paymaya.

“All they need to do is find a computer with internet access, log on to www.pnpclearance.ph and register using your personal email.

From there, set the personal appointment date from the menu, click on the payment mode and the appointment is processed after the payment is reflected.

The appointment sets the place of the police station one gets his clearance and the date he will claim the document.

Upon the appointment date, he submits the two identification cards and birth certificate, and submits self for biometric scanning, all to populate the NPCS, PMsgt Orapa explained.

While the NCPS was piloted for Tagbilaran, now it is available in Tubigon, Talibon and Jagna where the PNP set the equipment needed to access the national police database.

It also means, only in these police stations can one claim his sought crime clearance, Cpl Esdrelon said.
