Why Capitol donate assets worth P19.9M+ in haste?

WHY the provincial government of Bohol donate properties worth P19.9 million to one beneficiary alone and many more swiftly?

This concern surfaced as the administration of Gov. Arthur Yap is about to end just a few days before June 30, 2022.

Reports reaching this paper said that the donations made by the governor’s office and allegedly approved by the Sanggniang Panlalawigan chaired by outgoing Vice-Gov. Rene Relampagos were not referred to an appropriate committee without the benefit of scrutiny.

It used to be in SP that when the provincial government donate something it passes first to the committee on properties before the SP approval as a matter of policy.

The SP received a letter from the governor “referring to the letter request with attached Board Resolution dated December 10, 2021, from Mr. Francis Bernard I. Batoy, Executive Director, Bohol Integrated Development Foundation, Inc. (BIDEF), one of the active CSO partners of the Provincial Government of Bohol (PGBh), requesting for a provision of the following items, to wit: (468 units worth P19.9M)”

These were the following items: 5 units Laptop; 5 units Camera; 5 pcs DSLR Stabilizer; 10 pcs SD Card; 5 pcs Wireless Lapel with Backup Battery; 5 pcs Video Lighting that can be attached to a Camera; 5 pcs Handheld Gimbal for smartphone; 5 pcs 5-Meter Extension Wires with 4 slots; 5 pcs Memory Card Reader; 5 pcs Digital Voice Recorder; 5 pcs Digital Video Mixer; 1 pc Wireless HDMI System; 1 pc Wireless Lapel; 1 pc Camera Tripod; 3 pcs HDMI Cables; 2 pcs VGA Cables; and 5 pcs External Hard Drive.

Another letter dated June 17, 2022, from the Office of the Governor requesting for a Board Resolution to Transfer Without Cost the following Machineries to the different qualified Farmers Organization in the province of Bohol, to wit: 101 unit Back Pack Sprayers; 49 units Water Pumps; 91 units Brush Cutter; 44 units Mud Boats; 37 units Hand Tractors; 15 units Power Sprayers; 43 units Pole Saw; 41 units Mist Duster; 36 units Earth Auger Drill; 5 units Multi Commodity Solar Tunnel Dryer; 1 unit Combine Rice Harvester; 3 units Multi Pass Rice Mill; and 1 units Rice Color Sorter.

The report said that there are other donations that were not allegedly passed thru the usual legislative process. (rvo)
