THE term of office of newly-elected officials started at noontime of June 30.
That means anything that they do before June 30 is still official and within the realm of their official function.
I am saying this as factual backgrounder of some highly questionable actuations of former Governor Art Yap and former Vice Governor Rene Relampagos.
And I am referring to their act of “donating” some computer hardware and some communications equipment to NGOs prior to their departure in office.
That, plus some kitchen utensils from the Office of the Governor to the PDRRMO.
Yes, they could do it legally because they did it prior to June 30.
But what is the implication?

Per one of the “whereases” of the provincial SP resolution, it was clear that the request kunohay was made last year pa.
Meaning, if they were really sincere in giving up those hardware to the beneficiaries, they could have done it early this year or better yet, last year pa.
But they did it on the eve of their departure from office.
Tinarong ba ang ilang gihimo?
Wa bay tinonto nga nagpahipi?

They wanted the new administration to continue the “gains” of the previous administration and they hoped that the programs initiated would be continued because they were for the benefit of the Boholanos.
But look at what they did!
They wanted to prevent the new administration from using those hardware for the original purpose they were intended.
And bad faith was very obvious because they were cognizant of the fact that the new administration would find it hard to find a “budget” to buy similar hardware, and they would have to wait for next year to have that “budget.”

There are rumors, tsismis lang ni ha, that a lot of those computer units have been used in the “troll farm” that was extensively used during the campaign period.
The troll farm is an IT term that signifies faceless Facebook accounts that attack on the opposition, with impunity.
Why impunity?
Because they are faceless, they are using various aliases, so they can attack above and below the belt.

Not just one, two or three but plenty, of them in that troll farm.

This means that the damage incurred was incalculable.

Many of those employed in the troll farm had this habit of exaggerating everything, especially in magnifying the defect, problem or deficiency of the opposition, in this case, Aris Aumentado, his wife and all those who are within their target range.
Nanginabuhi sila nga mangatake lang kada adlaw, the worst attack they could muster, the better.
But now that the election was over, and hilabihang pildiha sa ilang amo, what to do with those computer units?

Well, I heard that there is a move being undertaken to prevent the transfer. I really don’t have the details yet but I guess the new administration under Gov Aris Aumentado would do its best to stop those highly questionable “donations.”
As many IT practitioners are wont to say, there are ways to resurrect deleted information in the computer units.
And that is probably the reason for the donation.
They don’t want those computer units to fall to the “right hands” and resurrect what are deleted items and expose them for the world to see.
I just hope the gratuitous transfer will be prevented and somebody will be able to telescope into the entrails of those computer units and expose their innards.

I heard from the grapevine that former CabSec Jun Evasco and Willy Ramasola are included in the team that is tasked to look into the financial transactions and budget condition of the province from the start to the end of the term of Art Yap.
That is good news, bad news for Art Yap and Rene Relampagos.
Maayo laman og pulos tinarong ang ilang gihimo, labi na ang wala ug tuo nga procurement nga gihimo ni Art Yap.
Pero kon dunay hukos pukos, segurado gyod nga magka-problema sila kay kada transaction, duna man gyod paper trail.
