Capitol strengthens coordination with reserve, forensic units

  • Separate meetings tackle reservist readiness, public safety, and forensic service needs

THE Provincial Government of Bohol is strengthening coordination with military reserve and forensic units to support emergency preparedness, criminal investigations, and public safety, following separate courtesy visits by the units’ new leaders to Gov. Aris Aumentado.

Aumentado welcomed Col. Alejandro Malaran, the newly appointed director of the 702nd Community Defense Center (702CDC), at the Governor’s Office on October 6, 2026. Two days later, on October 8, newly installed Provincial Forensic Unit (PFU) chief Police Lt. Col. Jasmin Nova Kibir-Garcia visited the governor to discuss coordination and the unit’s operational requirements.  

The meetings highlighted complementary areas of public safety: maintaining organized and trained reservists who can provide support during emergencies, and strengthening the scientific and technical services needed for effective criminal investigations. 

During Malaran’s visit, discussions covered the current number of reservists in Bohol, safety and security concerns, and the importance of maintaining close coordination between the provincial government and reserve units.

Malaran was accompanied by Col. Ricky Parcon; Lt. Col. Eduardo Malig-on, commanding officer of the 702nd Ready Reserve Infantry Battalion; and Sgt. Roel Sagario.   

Organized and trained reservists provide an additional support network for government and security operations, particularly during disasters, emergencies, and other situations requiring additional personnel. Continued engagement with reserve units forms part of the Capitol’s broader efforts to strengthen preparedness and cooperation among institutions responsible for protecting communities.   

Meanwhile, Kibir-Garcia’s visit formally introduced the new PFU leadership and provided an opportunity to discuss the unit’s role in assisting criminal investigations and delivering technical and scientific services to law enforcement agencies.

She was accompanied by PMAJ Jovani Abregana, forensic chemist, and Pat. Roy Caidet, PI examiner. 

Kibir-Garcia raised the unit’s operational needs and sought provincial government assistance to improve its capacity to deliver forensic services. Discussions explored how closer coordination could help address these requirements and strengthen day-to-day operations.

Aumentado welcomed the new forensic chief and acknowledged the importance of ensuring that public safety agencies have the resources necessary to perform their duties effectively.   

The PFU supports investigations through evidence examination, laboratory analysis, and forensic documentation. These services contribute to the proper handling of evidence and stronger investigative processes.   

Both engagements support Bohol’s Strategic Governance Roadmap, which emphasizes effective institutions, preparedness, and stronger partnerships in building safer and more resilient communities across the province. (PIMO/MAPI)
