Mayor Jane Yap scores 77.7%, earns top 3 spot for
trust and governance delivery in Central Visayas

TAGBILARAN City Mayor Jane Yap ranked among the top-performing city mayors in Central Visayas after placing Top 3 in the region in the latest Index of Governance (IOG) survey conducted by the RPMD Foundation Inc. (RPMD). 

Mayor Yap earned an overall 77.7% IOG rating, composed of a 77.1 percent trust rating and a 78.4 percent performance rating, according to the survey results released under RPMD’s nationwide “Boses ng Bayan” initiative. 

The survey evaluated local chief executives based on governance performance, public trust, accessibility, responsiveness, and overall confidence in local leadership. 

Conducted from April 1 to 8, 2026, the study covered 5,000 randomly selected respondents interviewed face-to-face across various socioeconomic sectors nationwide. 

RPMD said the survey carried a ±1 percent margin of error at a 95 percent confidence level. 

According to Dr. Paul Martinez, RPMD Executive Director and political analyst, the assessment focused not only on popularity but also on actual governance delivery and administrative effectiveness. 

The survey results came at a time when the Tagbilaran City Government under the leadership of Mayor Yap rolled out its ₱40.35-million Energy Crisis Social Protection Package, designed to help residents cope with increasing living costs brought about by rising fuel prices and inflation. 

The comprehensive assistance package includes a ₱1,000 food voucher for all registered households in the city, a ₱2,000 fuel subsidy for qualified tricycle drivers and fisherfolk, and the implementation of the Libreng Sakay Program providing free transportation services from the City Square to barangays across Tagbilaran City. 

Mayor Yap said the city government remains committed to responsive and people-centered governance, especially during periods of economic uncertainty. 

“This recognition inspires us to continue strengthening programs that directly address the needs of our people while ensuring transparent and effective governance,” Mayor Yap said.
