This most GASTADOR Board Member

EVERYONE is expected to live by his own budget.

Employed or not, one must first consider his income as the yardstick in determining his daily, weekly, or monthly expenditures.

More especially when one has his own family to feed.

And, when Short Cuts began his government service he, together with his co-elected officials, was told that as elected officials in government we must stick strictly into the provisions of the Annual Budget.

“Do not spend more than what is allocated in the budget”. Do not overspend”, we were all advised.

Guided by such an imprimatur, everyone is expected to follow the mandate. More especially, if one is an elected official in government. Otherwise, he can be charged of “enriching while in public office”.

And, also spending government funds for personal use!

If Short Cuts dealt on the “GASTADOR government official” in his last week’s column, this time he will unmask the MOST GASTADOR board member.

But, this is now in another angle. Short Cuts will touch on the expenditure on gasoline allocation on the present membership of the Sangguniang Panlalawigan.   

Truly, this is not a guessing game. This is based on official record furnished to Short Cuts.

Preliminarily, it should be informed that the First Congressional District of the province is composed of 14 local government units ONLY. The Second district has 15 towns, while the Third District has the biggest number with 19 municipalities.

In term of barangays, the Third District has also the most number of barangays. The Second District comes second, while the First District has the least number with only 14 barangays.           

The Third District has NO island barangays. The First District has LESSER number of island barangays compared to that of the Second District.

Truly, there are many island barangays in the Second District.

As to the number of mountain barangays, the Third District comes first. In fact, there are so many mountain barangays in the Third District that are 21 kilometers in distance from the poblacion. The First District ranks second, but mostly these mountain barangays are near the poblacion.

The Second District has the least number of mountain barangays.    

But, what is the main purpose on the preliminary discussion on the number of barangays, the island barangays, and mountain barangays?     

This is done if only to determine the expected expenditure on gasoline allocation of every Board Member.

That is, if these Board Members visit their constituents in the barangays!

The MOST GASTADOR board member on gasoline allocation for the period from January 2022 to May 11, 2022?

He comes from the First Congressional District – the district with the least number of island barangays, lesser mountain barangays and the least number of barangays in the three Congressional Districts.

But gibawe ni hino-on!

Why?

Because the least two GASTADORs on the same issue also come from the First District.

Their names?

Board Member Damalerio who spent ONLY P95,455.64 and  Board Lagunay with only P116,673.86!

And, the MOST GASTADOR?

Board Member RICKY MASAMAYOR with a whooping amount of P259,489.99. within a period of only four months and eleven days. 

And the worse scenario?

Firstly, he comes from a district with only 14 towns!

Secondly, there were 15 fifteen dates that this provincial lawmaker withdrew gasoline from the supplier for two times in a day!
