
THE Sangguniang Panlungsod (SP) of Tagbilaran City, through its Committee on Appropriations and Accounts chaired by Hon. Jose Esteban Timoteo Butalid, conducted the annual budget hearing for the proposed 2026 budget of the City Government of Tagbilaran from November 5 to 7, 2025, at the Bohol Bee Farm in Dao, Dauis, Bohol.
Department heads and office representatives attended the three-day deliberation to present and discuss their respective proposed budgets before the committee members, barangay officials and members of the Tagbilaran City People’s Council (TCPC) and civil society organizations (CSOs).
The sessions served as an avenue for thorough discussion and clarification of departmental budgetary requirements for the implementation of programs, projects and activities, ensuring that proposed allocations align with the city’s development priorities and fiscal policies.
Vice Mayor Adam Relson Jala and city councilors also took part in the review process, reflecting the SP’s commitment to transparency and participatory governance.
The inclusion of the TCPC and CSO representatives highlighted the city’s dedication to citizen participation in budget formulation—one of the hallmarks of good local governance.
SP Committee Chairperson Hon. Butalid emphasized that the hearings aim to ensure that every peso in the city’s 2026 annual budget is utilized efficiently and directed toward programs that promote inclusive growth, sustainable development, and improved delivery of basic services to Tagbilaranons.
Prior to the SP Budget Hearing, the City Government of Tagbilaran also successfully conducted a public presentation and consultation on the proposed 2026 Annual Budget on October 15, 2025, at the City Hall Atrium.
During the said gathering, City Budget Officer Marysol Perocho presented the consolidated budget proposal to the TCPC for endorsement—marking the second consecutive year that the proposed city budget was formally presented to the People’s Council before submission to the SP.
The proposed 2026 budget will undergo final deliberations and approval by the SP after the completion of the review process.
The Sangguniang Panlungsod then enacts the annual budget through an Appropriation Ordinance.
Once enacted, the Appropriation Ordinance will be submitted and presented to the City Mayor for their signature and approval.
