Tagbilaran City ranks 9th Nationwide in Local Revenue Growth TOP TEN

THE City Government of Tagbilaran has once again proven its commitment to good governance and fiscal responsibility after having been recognized as one of the Top Performing Local Government Units (LGUs) in the country in terms of Yearly Growth of Local Source Revenues (LSR) for Fiscal Year 2024.

Tagbilaran City ranked 9th nationwide, according to the Department of Finance (DOF) and the Bureau of Local Government Finance (BLGF), which honored the city during the BLGF National Recognition Ceremony held on November 5, 2025, in Metro Manila.

The award was received by City Treasurer Hubert Inas, City Economic Enterprise Head Atty. Thea Ivory Parras, Acting City Assessor Atty. Colleen Rose Guantero and Business Permit Licensing Office Head Mary Christine Bitoy-Montalban, representing the City Government of Tagbilaran.

The recognition underscores the city’s effective implementation of fiscal management reforms, improved tax collection, and increased efficiency in revenue generation.

LSR refers to the income that an LGU generates directly from within its jurisdiction.

This includes tax revenues such as Real Property Tax, Local Business Tax, and other local taxes, as well as non-tax revenues such as regulatory fees, service charges, and receipts from the operation of local enterprises.

Mayor Jane Yap lauded the efforts of the city’s financial and economic teams for their dedication to strengthening Tagbilaran’s fiscal independence.

“This recognition affirms that Tagbilaran City continues to grow not only economically but also institutionally.

Through sound fiscal management, digital innovation, and transparency, we are ensuring that every peso collected translates into better services and programs for our people,” said Mayor Yap.

The recognition also highlights the city’s ongoing efforts to modernize its revenue systems through digital transformation, which has improved transparency, data accuracy, and service efficiency across departments. The award’s theme, “Attaining Efficiency Through Digitalization,” aligns with Tagbilaran’s direction toward smarter governance and sustainable growth.

The City Government’s inclusion in the top ten nationwide reflects its steady progress in achieving financial sustainability, a critical factor in supporting local development initiatives and public service delivery.
