Dynamic Learning Program
(Mental Health Management Protocol)

THE Dynamic Learning Program (DLP) is an innovative educational approach designed to promote independent, resource-efficient learning. DLP was developed by Dr. Christopher Bernido and Dr. Ma. Victoria Carpio-Bernido, founders of the Central Visayan Institute Foundation (CVIF), Jagna, Bohol.

DLP aims to improve learning outcomes, particularly in resource-limited environments. The key features of DLP are: it is activity-based learning (learners spend 70% of class time on individual tasks), fostering self-sufficiency and problem-solving skills (parallel classes- scheduling classes to harmonize with natural biological cycles, and placing challenging subjects in morning periods and less demanding ones in afternoons.

A collection of all learning activity sheets, serving as an evaluative tool for enhancing learning processes. The concept of reduced homework policy to allow students more time for extracurricular activities and family.

DLP is expected to improved academic performance. It has shown to be effective in improving student performance, even in disaster-affected areas. It is also expected that there is an increased independence, for DLP encourages students to take ownership of their learning, developing essential skills like writing, problem-solving, and critical thinking.

DLP is designed to be flexible and responsive to different learning situations. Implementation: The Department of Education (DepEd) in the Philippines has started implementing DLP in schools affected by natural disasters, aiming to restore educational opportunities and promote resilience in learning. The program’s flexibility allows schools to conduct make-up classes and utilize DLP learning activity sheets in temporary learning spaces.

DepEd SDO Bohol has been identified as a pilot implementer of the DLP during the school year 2025-2026. Education Program Supervisor in MAPEH, Dr. Jeannylette C. Ayson, took the lead in the capability building of the identified pilot implementers of the Dynamic Learning Program conducted at the Ubay Science National High School, Ubay, Bohol on June 11-14, 2025.
