THE RP-Mission and Development Foundation Inc. (RPMD) has released its “Boses ng Bayan” Annual Performance Report for the year 2023, evaluating the members of the House of Representatives from the Central Visayas Region.

The report acknowledges the high-performing public servants.

Rep. Daphne Lagon of Cebu, with a score of 89.3%, and Rep. Jocelyn Limkaichong of Negros Oriental, scoring 88.1%, both secured the second position.

The third position is jointly held by Rep. Maria Vanessa Aumentado of Bohol and Rep. Peter John Calderon of Cebu, each with a score of 85.2%. Rep. Edgar Chatto of Bohol and Rep. Janice Salimbagon of Cebu, scoring 82.6% and 81.9%, respectively, are tied for the fourth spot.

In the fifth position, Rep. Zaldy Villa of Siquijor stands at 78.5%. Further down the ranking, Rep. Kristine Alexie Tutor of Bohol occupies seventh place with 77.1%, followed by Rep. Rachel del Mar of Cebu at 75.3%. Finally, Rep. Edsel Galeos of Cebu concludes the list with a score of 72.6%.

Dr. Paul Martinez, a Global Affairs Analyst and the Executive Director of RPMD detailed the rigorous evaluation criteria applied to these public servants throughout the entirety of 2023. The assessment encompassed three key parameters.

Firstly, ‘District Representation’ scrutinized the effectiveness with which each representative advocated for and addressed the specific needs and concerns of their respective districts.

Secondly, ‘Legislative Performance’ was measured, focusing on their contributions within the legislative framework, including bill sponsorship, policy development, and active participation in legislative debates and committees.

Lastly, ‘Constituent Service’ was a critical factor in evaluating how well these officials engaged with and provided services to their constituents, including responsiveness to public inquiries, problem-solving efficiency, and overall availability to those they represent. This comprehensive approach ensured a thorough appraisal of their year-round performance in diverse and essential aspects of their roles.

Dr. Martinez elaborated that the threshold for passing the performance evaluation is set at 50% and above. He emphasized that the ratings these public officials have received from their respective constituents not only warrant recognition but also merit commendation for their exemplary public service. These ratings, he noted, represent the ‘voice of the people’, serving as a direct reflection of the appreciation and regard their constituents hold for them. This acknowledgment underscores the significant impact and positive perception of their contributions within their district.

The House of Representatives-Central Visayas survey, an integral component of the “Boses ng Bayan” nationwide study orchestrated by RPMD, was conducted across a wide array of districts and cities in each region, engaging a total of 10,000 adult participants. Designed to mirror the perspectives of the 67.75 million registered voters in the country, the survey employed a rigorous random selection methodology. This approach was pivotal in ensuring a diverse and proportionally accurate representation from each district, consistent with the official voter population statistics. The survey’s findings, marked by a margin of error of +/-1%, hold a 95% confidence level.
