I GOT this reaction from our last Sunday’s episode.
Just a recap.
In last Sunday’s episode, we discussed about the interesting reaction/observation on the filing of graft complaint by the OGAR team against Gov Celestino Gallares Memorial Hospital officials led by Dr. Mutya Kismet Tirol-Macuno before the Office of the Ombudsman-Visayas.
Many were greatly surprised that 6 months after the filing of complaint against Larry Pamugas, this was followed (after 6 months too) by the graft complaint against Macuno and some hospital BAC officials.
Nganong sila man, nganong dili man si Art Yap?
This was the reaction/observation in gist.

If one recalls, OGAR was “tasked to identify actuations of the Provincial Government of Bohol committed by its offices and employees prior to July 1, 2022, which allegedly appears to be in violation of the Anti-Graft and Corrupt Practices Act and the Code of Conduct and Ethical Standards for Government Officials and Employees.”
To give teeth to OGAR, the collegial body has been “authorized to access any and all records of the Provincial Government in whatever format, request access if records from other government offices and agencies, obtain sworn statement of witnesses and resource persons, preserve such records, objects or pieces of evidence related to the transaction under investigation and perform all acts necessary, inherent and desirable to accomplish its objectives.”

The above was quoted by my source from various news stories when the OGAR was officially launched and thereafter.
Was it not that the principal task of OGAR was to ferret out the truth about alleged anomalies and irregularities perpetrated by the past provincial administration under Art Yap?
So ngano nga human ni Pamugas, mitipas man ang imbestigasyon ngadto sa Gallares Hospital nga dili man unta ni under sa provincial government of Bohol unya wa pod ni maapil sa mandato sa OGAR EO?
His questions.
Definitely, valid questions.

The source said he could well understand that the composition of OGAR, especially its chairman, former CabSec Leoncio Evasco, would be very competent to probe past misdeeds of the previous administration.
Evasco ran, but lost against Art Yap, for governor of Bohol in 2019. During the campaign, a lot of dirty matters have been exchanged between them and a lot too do not deserve print because they are too dirty.
Daghang personalan, labi na kay lima singko ang mga trolls adtong panahona.
So naturally, duna gyod gisakitan sa mga pa-tama.
So when OGAR was conceptualized, it was just natural to expect that Toloy Evasco would get the top-most position to head the team.
And naturally too, the Boholanos especially those who hated Art Yap, would expect Toloy Evasco and his team to be on the lookout for clear signals of anomaly or irregularity committed by Art Yap and company. After all, they have blanket authority to examine and summon documents and witnesses related to past transactions of the Art Yap administration.
Especially so that some documents, allegedly showing clear misdeeds and highly questionable transactions, were documented in the social media by OGAR team member Willy Ramasola.
So the source asked – asa na man diay tong mga dokumento nga gipublikar ni Willy Ramasola nga milabay na man ang pipila ka bulan gikan sa launching sa OGAR? Dili pa diay to pwede gamiton o kulang pa diay to aron makasohan na si Art Yap?

He recalled that there was a time when former Governor David Tirol and former Governor Erico Aumentado ran for the same position and there was even a Comelec-sponsored debate between them at the Bohol Cultural Center.
Bisan sa maong debate, nagpabilin lang gihapon ang ilang pagka-amigo human sa debate ug human sa piniliay. Nagpadayon gihapon ang ilang alyansa sa politika, apil na ang ilang mga anak.
Because of this, the source said it was beyond his imagination that Dr. Mutya Kismet Tirol-Macuno would be included in the “list.”
A valid observation too.

The source continued.
This time around, this observation is public knowledge. Meaning, he said, tanang tawo sa Bohol nahibaw ani ug nakakita sab ani.
And what is that?
He said that for the first time in the history of the Gov Celestino Gallares Memorial Hospital, dako kaayo ang improvement sa sulod ug sa gawas sa hospital.
He added that karon pa nahitabo under the stewardship of Dr. Mutya Kismet Tirol-Macuno nga miuswag og maayo ang hospital, nga klaro kaayo nga napasagdan gyod ni sa mga nakalabay nga mga namunoan sa hospital.
How all these have happened, of course, it cannot be denied that a lot of officials both local and national, helped make that happen.
But to give credit where it is due, dako gyod kaayo og nahimo si Dr. Macuno ana nga kalamboan, he stressed, kay wala baya ni mahitabo sa wala pa molingkod si Macuno sa maong hospital.
Unya karon, human sa gipakita ni Macuno, kasohan na hinuon siya sa OGAR team og pangurakot? Mas gi-una pa og kiha sa OGAR team si Macuno kay ni Art Yap?

Meanwhile, this is my sad experience at the Panglao Airport.
Upon entering, one has to show his plane ticket.
No problem there.
Right after that, the passenger goes thru an X-ray machine. Everything is laid down, including shoes and slippers and belts.
No problem there.
After that, the passenger proceeds to the airline counter for his boarding pass. After he gets his boarding pass, there is a long line because the boarding passes are checked.
Again, no problem.
After the checking of boarding passes, the passenger again goes thru another X-ray machine.
Now, these are the questions – nganong kaduha man moagi og X-ray nga sa ubang airport, ka-usa ra man? Dili pa kompleto ang X-ray sa pagsulod sa terminal? Nganong strikto man ang taga-airport nga outgoing man unta, pasabot, pa-gawas na sa Bohol unya kadto hinuon nga mosulod sa Bohol o incoming, sayon-sayon ra man mosulod, unya di na gani moagi og X-ray? Dili diay standard ang procedure sa mga airport nga gidumala sa CAAP o OTS kay lahi man ang patakaran sa Bohol airport?
