THE government property committee of the Sangguniang Panlalawigan of Bohol has uncovered why the new Capitol building situated in Cogon, Tagbilaran City has no certificate or occupancy permit until this day.
This developed during the committee meeting this morning (March 20, 2023) presided over by Provincial Board Member Greg Jala as committee chair with the presence of Vice-Gov. Victor Balite, BM Nathaniel Binlod, BM Dr. Romulo Cepedoza, BM Aldner Damalerio and other resource persons from city government, Department of Highways and Public Works, Provincial Legal Office (PLO), Provincial General Services Office head Glen Doloritos (DPWH).
Doloritos cited reasons that the new building has no occupancy permit issued by the city government for lack of documentary requirements.
He told the committee that the documents needed for the occupancy permit were not signed by the engineer of the contracting firm and the sanitary permit by the one in-charge of the application for sanitary permit.
He added that these documents were also retrieved in Tacloban where the said engineer of the contractor allegedly resides. Doloritos did not name the said engineer, however.
Doloritos made no mention if these documents were already signed to proceed in the processing for approval of occupancy permit.
Damalerio inquired from the authorities concerned if the new building has Environmental Clearance Certificate (ECC). Engr. Teodoro Estoque, officer-in-charge of the City Engineer’s Office (CEO), answered in the positive, saying that ECC is needed when the building to be erected in over 1,000 square meters in area.
CEO said that the said building had been issued with the building permit No. A17110649 on November 7, 2017. The contractor applied for certificate of occupancy on October 29, 2018.
It said that no one is allowed to occupy a building when the requirements were not complied, yet or in the absence of a certificate of occupancy. (rvo)
