House renter’s registry in bgry Manga pushed

CITY Vice Mayor Jose Antonio “Toto” S. Veloso led the Fourteenth Sangguniang Panlungsod in approving Barangay Ordinance No. 2021-05 of Barangay Manga in requiring all lessees and renters of apartments and houses in Barangay to accomplish and submit the Renter’s Registry Form. With the ordinance, those who will be renting a house or an apartment or a room for at least week are required to register their names with Barangay Manga.

This is in relation to the prevention of the modus operandi of most criminal elements in renting and transferring from one house to another to facilitate the commission of crimes and to avoid or elude rest. The passage of the ordinance is seen to deter the proliferation of various crimes committed by a renter or lessee. This will also greatly help the authorities in uncovering the identity of criminals.

The owner or lessor of the property must forward to the barangay the names of the renters, their duration of stay, permanent address, contact details and occupation. The renters are also tasked to submit two government-issued identification cards (ID), and a current NBI clearance or Police clearance. Foreign nationals, on the other hand, will be asked to submit copies of their passport and visa.

Owners and lessors shall also regularly update the barangay as to the occupancy status of their residential units. They are to report within seven days from the time the renter or lessee shall cease his or her stay at the said house or apartment to ensure that the Record of Barangay Inhabitants database stays accurate.

Failure to report by the owner or lessor shall be penalized with a fine of 500 pesos for the first offense, 750 pesos for the second offense, and 1000 pesos for the third offense, without prejudice to any legal action that may be filed against the owner or lessor found harboring criminal elements.
