Medic supplies delivery delay damages gov’t.

THE delay in the delivery of medical supplies procured by the previous provincial administration has harmed the government, according to the appropriations committee report of the provincial board.

One of its findings of the bared that the “Committee were of the contention that the delay in the delivery is damaging to the hospital, more, so with the patients who badly need the supplies and that such negligence is a ground for liquidated damages against Byro Pharma considering its breach in the contract of delivery of medical and surgical supplies.”

This came after the said supplier is collecting the unpaid medical and surgical supplies in the amount of P234,514.00 under Purchase Order No. PHO-2021-289 dated November 22, 2021 of Maribojoc Community Hospital.

The said purchase order was done in November 2021 but the “delivery of the medical and surgical supplies was completed only in August 2022 which is also the cause of the delay in the processing of documents.”

Another hitch that the committee found is that that the supplies were “not those as specified, but that they (hospital) opted to receive the said medical and surgical supplies anyway because of the hospital’s need.”

As this developed, the committee recommended and the board approved it for the payment of the delayed medical supplies thru a Resolution authorizing such payment.

Thru the instance of Board Member Dr. Romulo Cepedoza, the committee also directed as okayed by the board the Chiefs of Hospital to submit to the Sangguniang Panlalawigan a list of all unpaid, delayed or pending deliveries of equipment and supplies for evaluation and possible delisting of erring suppliers.

The committee is chaired by Vice-Gov. Dionisio Victor A. Balite, BM Venzencio B. Arcamo, Vice Chairman, and BMs Aldner R. Damalerio, BM Atty. Jiselle Rae A. Villamor,  BM Gloria B. Gementiza, and Dr. Romulo G. Cepedoza, Members. BM Tita V. Baja, Member, was represented by her Office Staff.

Mr. Peter Ross M. Retutal, Provincial Budget and Management Officer; Mr. Eustaquio A. Socorin, Provincial Treasurer; Maria Rowena Y. Bongcaras, Provincial General Services Office; and Jessel Mae N. Polinar, Daria G. Calipes, Wencesa B. Caresosa and Ms. Maria Joyce P. Bautista of the Maribojoc Community Hospital; Atty. Glenn Rey D. Anino, Chief of Staff, Office of the Vice Governor; and, the Committee Secretariat attended the committee meeting. (rvo)
