CITY Mayor Jane Yap Brand and Sir Chief Baba Yap turned over the brand-new ambulance to the Tagbilaran City Fire Station represented by City Fire Chief Ben Bradpitt Lopez. The new ambulance is equipped with an Automated CPR (Cardio Pulmonary Resuscitation), Chest Compression Machine, AED (Automated External Defibrillators), and a Portable ECG (electrocardiogram).

Mayor Jane Yap is grateful to the all-out support of the Bureau of Fire Protection Director Louie Puracan and Department of Interior and Local Government (DILG) Secretary Benhur Abalos to Tagbilaran City. Mayor Jane Yap said that the City Government will always put the safety and protection of the Tagbilaranons.

“We have always placed importance on the safety and protection of our constituents, these can be seen in the budget allocation of the City Government – from free immunizations, vaccines, medicines, and protective equipment. We have even modernized our command center to efficiently respond to emergencies. We aim to establish resiliency in Tagbilaran as outlined in our vision.”

This newest addition would provide the necessary reinforcement to the existing emergency response vehicles of the City Disaster Risk Reduction and Management Office (CDRRMO). The ambulance which responds to an average of 10-15 emergency calls within a 24-hour window would further strengthen Tagbilaran City’s advocacy towards preparedness and mitigation.

The new ambulance would also compliment the CLEAR system — Communication Line for Emergency Alarm and Response (CLEAR), an early warning system conceptualized by the Tagbilaran CDRRM.

Most early warning systems do not integrate feedback as it is solely one-sided and linear. Thus, the CLEAR system came into the picture.

The CLEAR system as the major driver puts the disaster management and preparedness of Tagbilaran City, a cut above the rest. To date, lives were saved and emergencies averted due to the CLEAR system.

The unique feedback component was made possible by the yellow phone. The phone is directly connected to the Command Center 24/7. The caller need not dial any number, once the receiver is picked up, it will automatically connect the user to the emergency hotline. Response is immediate and an ambulance with trained medical responders will go directly to the place of emergency. (Jeanette Busano)
