ANG Department of the Interior and Local Government kun DILG niaghat sa mga LGUs kaniadtong Lunes nga mohimo og mga lakang aron dasigon ang ilang mga konstituwente nga suportahan ang bag-ong nahimong balaod nga Akta Republika 11934 o ang Subscriber Identity Module (SIM) Registration Act.
Tungod niini, gidasig sa DILG ang mga lokal nga pangagamhanan nga mohimo og “information drive” aron maabot ang matag tawo sa pag-implementar sa maong balaod nga sugdan karong Martes, Disyembre 27.
“As we seek to ensure public safety even in the online space, I encourage LGUs to exert all efforts to promote responsible use of SIM cards, educate their stakeholders on the benefits of mandatory SIM card registration and guide them through the whole registration process,” matud ni Abalos.
Gipunto ni DILG Secretary Benjamin Abalos Jr. ang kahalangdon sa maong balaod nga makatabang sa Philippine National Police (PNP) sa paggukod sa mga krimen sama sa mobile phishing, text ug online scams, pagpangilad, ug identity theft.
Ang DILG makigtambayayong sa Department of Information and Technology (DICT) ug National Telecommunications Commission (NTC), DepEd ug telecom companies aron makatukod og mga registration facilities sa mga lugar nga limitado ang linya sa komunikasyon ug internet nga gikinahanglan alang sa pagrehistro sa usa ka SIM.
“Section 4 of the IRR of the SIM Registration Act released by the National Telecommunications Commission (NTC) provides that DILG, along with other government agencies such as DICT, NTC, DepEd, and telecom companies, shall “facilitate all SIM registrations in remote areas with limited telecommunication or internet access,” suma sa DILG.
“Together with the LGUs, DILG will cooperate with DICT and the NCT to fast-track the establishment of registration facilities in geographically-isolated areas, which should be done within 60 days after December 27,” dugang ni Abalos.

Ang DICT makalugway sa registration period og laing 120 ka adlaw apan kon mapakyas ang subscriber sa pagparehistro, ang maong mga SIM cards i-‘deactivate’ o dili na magamit.
Ang mga subscribers kinahanglan mohatag sa mga mosunod: full name, birthday, sex, address, mobile SIM number ug serial number ug valid identification cards (for individuals); business name, business address ug full name of authorized signatory (for businesses and other juridical entities); full name, nationality, birthday, passport, proof of Philippine address, return ticket to own country (for foreigners and tourists).
Nipahimangno usab si Abalos sa mga ginikanan ug nibarog nga ginikanan nga ipa-rehistro ang SIM nga gigamit sa ilang mga menor de edad nga mga anak o kadugo nga ilawom sa ilang pagdumala aron mapanalipdan sa mga anaay dautang tuyo kay sila pangayoan ug ID ug consent form.
“To our parents and guardians, let us help each other in this endeavor to safeguard minors. Magtulungan po tayo upang masiguro na hindi sila mabibiktima ng mga panloloko online (Let us cooperate with one another to ensure that minors will not fall prey to online scammers),’’ matud niya.
Nihangyo usab si Abalos sa publiko nga suportahan ang “mandatory SIM card registration” kay kini makatabang sa umaabot, “I encourage every Filipino to register their SIM cards and be one with the government in fighting text and online scams which are becoming more prevalent in recent years.”
Nipahimangno usab si Abalos sa mga tawo nga mohatag og dili tinuod nga impormasyon ug mga dokumento aron mangilad, “I would like to remind all of you and those with ill intentions that under this new law you can be imprisoned or be fined depending on your violation.”
Ang pagrehistro sa SIM card gamit ang dili tinuod nga impormasyon o dili tinuod nga pagkatawo masilutan og pagkapriso og 6 ka buwan ngadto sa 2 ka tuig ug anaay multa nga P100,000 ngadto sa P300,000 samtang ang pagpangilad “will be subject to a six year jail time or/and a fine of P200,000”.
