THE Department of the Interior and Local Government Region 7 (DILG-R7) recognized the hardwork and dedication of the local government units in Bohol during the department’s province-wide meeting on August 16, 2022 held in Bohol Tropics Resort.
Tagbilaran City was given Full Compliance for attaining 100% in the encoding and uploading of pertinent 2016-2020 projects’ data which is attributed to the diligence and commitment of the concerned officials and functionaries. City Accountant Eleanor Beniga received the recognition.
Prior to the awarding ceremony, the DILG conducted an orientation and hands-on training among the personnel of the LGUs in Bohol including the City/Municipal Engineers, Engineering Office Technical Staff, SubayBayan Encoder from the city and municipalities to advance its approach in measuring local governance performance enabling more efficient tracking and measurement of progress through Results-Based Monitoring and Evaluation (RBME) of Local Government Unit Infrastructure Projects (RLIP).
The orientation taught the personnel of the local government units (LGUs) and provincial offices to relay the knowledge to LGUs under their respective areas of concern.
The orientation includes the proper filling up of forms needed for the encoding of the infrastructure projects in the SubayBayan; the discussion on the RLIP Guidelines, Roles and Responsibilities; the RLIP implementation Process; RPMEs Forms, Logical Framework and Project Brief, and Enrollment and Encoding of LGU Infrastructure Project in SubayBayan.
The DILG also strengthened the local project monitoring committees. The LGUs should now assume major responsibilities in the monitoring and evaluation of the devolved infrastructure projects. The RBME will focus on the results under the devolved system through emphasis on results or the outcome and impact of the programs and projects.
Based on the DILG Memorandum Circular No. 2018-114, SubayBayan or Subaybayan ang Proyektong Bayan is the official platform of the DILG in monitoring and reporting the progress of implementation of all locally-funded projects administered by the Office of Project Development Services (OPDS).
Subaybayan is a monitoring system by DILG that covers all locally-funded projects and includes geo-tagging, map integration, physical and financial monitoring graphs, reports and other useful analytical tools to easily manage and monitor all projects’ financial and physical data recorded.
