
TAGBILARAN City Mayor Jane Yap was recognized as a Regional Qualifier for the Gawad Pagasa Award during the Pasalamat ug Pasidungog 2026 of the Civil Service Commission Region 7.
The ceremony was held on September 30, 2026, at Marco Polo Plaza Cebu as part of the celebration of the 126th Philippine Civil Service Anniversary.
The recognition placed Mayor Yap among public servants in Central Visayas honored under the Civil Service Commission’s Gawad Lingkod Bayani Program, which recognizes outstanding government workers for exemplary contributions to public service.
The Gawad Pagasa category specifically recognizes innovation and collaborative excellence, including initiatives that improve public service delivery, enhance government operations, or create better workplace conditions benefiting more than one government department.
Mayor Yap was represented at the ceremony by City Administrator Alvin Luis Acuzar, who received the recognition on her behalf.
In a statement, Mayor Yap expressed gratitude to the Civil Service Commission for the recognition and attributed the achievement to the people of Tagbilaran City.
“To God be the Glory! With a grateful heart, I thank the Civil Service Commission for recognizing me as a Regional Qualifier for the Gawad Pagasa Award,” Yap said.
She described public service as her life’s greatest honor and said the recognition was rooted in the impact of the city government’s programs and services on Tagbilaranon families.
“Serving Tagbilaran City is my life’s greatest honor and the legacy I hope to leave,” she said, citing the families served by the city government and the projects and services implemented for the community.
Yap also highlighted the city’s financial position, particularly its zero-loan status, which she said helped create room for the city government to pursue programs and projects for its constituents.
The recognition also added to Tagbilaran City’s record of civil service awardees.
Among those previously recognized were former Mayor John Geesnell “Baba” Yap, City Disaster Risk Reduction and Management Office Head Gerard Lavadia, and former Livelihood Head Adelfa Salutan.
The recognitions reflect the continuing contributions of Tagbilaran’s public servants to government service and the delivery of programs and services to residents.
