The controversy started on the plan to remove VP Sara from the list of presidentiables in 2028 by impeaching her at the HOR and then convicting her in the senate so she would be removed from office and barred perpetually from holding public office.
That was the next move after the original plan for people’s initiative (PI) to amend the constitution backfired and was eventually junked in the abyss of political history.
So the political machinery in the HOR went full speed ahead with their Articles of Impeachment, after all, there was no shortage of complainants and HOR endorsers, with the likes of de lima and france castro and their elks gaining (surprisingly) political muscles nowadays.
It was not smooth-sailing, mind you, because the proceedings before the HOR’s Committee on Justice was even questioned before the Supreme Court on several grounds – holding hearings even when Congress was in recess, holding trials/hearings when this is the sole mandate of the senate, not the HOR, and many other legal issues.
Just the same, it was passed before the Committee on Justice and then in plenary, there was another gubot.
Many congressmen were thinking of sending a NO vote but the carrot and stick strategy was employed.
According to Mayor Baste, the carrot was 20M outright, 3M per month for 1 year plus 250M infra project next year for a YES vote. If NO, then no funding for next year plus the threat of cases before the Ombudsman, that’s the stick.
And Mayor Baste said, and concurred in by a congressman, the cute but ultra powerful “Cong Charice” was personally “doing the rounds” to ensure that a good number of YES votes would be secured.

Understandably, there was an overwhelming YES votes from the HOR on the impeachment complaint. So the next move was to forward the Articles of Impeachment to the Senate.
But lo and behold, there was a big surprise waiting.
The Bulaga SP was removed and replaced with SP Alan Cayetano when the old minority became the new majority with 13 members, including Sen Bato and Loren Legarda.
The Bulaga SP even presided the session when all positions in the senate were declared vacant and Senator Alan Cayetano was elected as the new senate president, replacing the Bulaga senator.
A reorganization of committees followed and there was another surprise waiting – the possibility of a revived senate investigation on the stalled flood control investigation, thanks to senator Pinky who wanted the senators to sign an incomplete report and to bar the brave 18 Marines from speaking and telling the truth about the Maleta Gang.
The resumption of the flood control investigation, among others, was a big No-No because of the personalities involved, which could include not only Cong Martin Romualdez but also some Malacañang officials, possibly BBM.
Apart from the flood control investigation, there was also the Maleta Gang from the 18 Marines and Atty. Levito Baligod, plus another investigation on the very scandalous and highly questionable kidnapping of FPRRD to The Hague, where BBM actively cooperated and even conspired with ICC (as per testimony of the marines) to build up EJK cases against PRRD.

A Blue Ribbon probe under Senator Pia Cayetano or even under the senate Blue Ribbon Sub-Committee under Senator Rodante Marcoleta cannot be allowed – at all cost.
Enter the Hudas episode.
Following the revamp in the senate with Senator APC now as senate president, milihok na dayon ang mga alipores sa kangitngit – some senators were already dropping hints of another senate revamp because of an impending arrest of 2 senators facing cases before the Ombudsman.
Tiaw bay – wa pa gani mogawas sa balita ang warrant of arrest from the Sandiganbayan, nagyawyaw na og sugod ang senador nga allegedly human trafficker ug member sa Maleta Gang (per the Marines) nga adunay dakponon nga duha ka mga senador, so ang majority ni SP Alan nga 13 makuhaan og duha plus missing in action pa gyod si Bato.
Pasabot, ang 13 ni SP Cayetano mahimo nang 10.
And true enough, the Sandiganbayan issued warrants of arrest for Senator Jinggoy – the first one was bailable but later followed by another one which was not bailable, the plunder case. So natinuod ang gisulti sa human trafficker nga tabian nga senator ug na-preso gyod si Jinggoy.
Minus 2 na ang 13, including Bato unya ang pikas nagpabilin nga 11.
Wa pa gani mogawas ang warrant sa ikaduha nga senador – based on the tsismis sa human trafficker nga senador – miladlad na ang, matod pa, Hudas nga senador.
Ang 11 ni Senator APC nahimo nang 10 kay migawas na man si Hudas, unya ang pikas grupo nga 11 nahimo nang 12.
Swaget dayon sila nga – majority na mi kay 12 mi unya sila sa pikas kay 10 na lang.
Natuman na dayon ang ilang gi-ambisyon nga new revamp unya, matod pa, ang insik nga senador mideklarar na dayon sa iyang kaugalingon nga “acting senate president.”
As in – self-proclaimed “acting senate president?”
So far, wa gyod ko kadungog o kabasa sa balaod sa Pilipinas anang animal nga gitawag og “acting senate president” unya self-proclamation pa ra ba gyod, wa na lang huwata nga i-proklamar siya sa iyang mga kauban.

The last time I know, there are 24 elected senators. Ang majority sa 24 is 13, klaro gyod na. In fact, the senate rules says that the “officers of the senate shall be elected by ALL its members” – meaning, ang 24 ka senators maoy basehan.
Question – kanus-a nahimong majority ang 12 sa 24 senators?
Mahimo lang na kon si Bato patay na, or permanently incapacitated or outside of the country and Jinggoy Estrada has also stopped being a senator.
But Jinggoy is still alive, even if facing plunder charge, so nagpabilin pa siya nga senador.
Bato is also a senator still, bisan kon missing in action pa siya.
This means, that the group of Senator APC is still 12, bisan kon miladlad nas Hudas og mibalhin sa pikas, ug ang pikas 12 ra pod.
Definitely, dili gyod sila ang majority sa pikas kay 12-12 man ang ihap karon.

Another question – parehas man nga gaatubang si Jinggoy ug si Chiz Escudero ug plunder charge, naunsa na man ang plunder charge ni Chiz?
Nganong dali ra man kaayo migawas ang warrant sa ka Jinggoy?
Si Chiz ba ang gipasabot sa human trafficker ug Maleta Gang member nga dakponon sab unya non-bailable pa gyod?
Mao ba kini hinungdan nga mibali dayon siya sa pikas?
