THE province of Bohol to have two (2) additional congressional districts?
And, who are these Boholano elected officials who are expected to oppose this move?
They have very extraordinary minds if they oppose the move!
Very extraordinary because they seem to oppose the projected growth and development in terms of infrastructure for this island province of Dagohoy.
Why?
Once Bohol will be composed of five congressional districts, not only are the expected government funds already available for big and remarkable projects. Two personalities are also added into the Halls of Congress.
The law mandates that once this province is composed of five (5) congressional districts, additional P600M to P2billion in development funds are to be enjoyed under the yearly General Appropriation Act.
This can be enjoyed by all the descendants of the late President CARLOS P. GARCIA.
Truth to tell, Bohol has long been qualified — population wise — for five congressional districts. In fact, there were already attempts during the previous administrations to divide Bohol.
And, these congressmen will be representing almost the same number of constituents and local government units, be it municipalities or barangays.
Under the present set up, the first congressional district is composed of fifteen (15) towns; the second congressional district has fourteen (14) municipalities. The third congressional district has the biggest in number at nineteen (19) towns.
Therefore, there seems to be inequality in terms of representation for these towns!
So, back to the question earlier asked, “Who are these Boholano elected officials who are expected oppose this move”?
It is, therefore, a welcome news to read and hear that the second-termer representative of the third congressional district of the province, the Honorable Alexie Tutor, is reviving the move.
The first attempt was done when this province was under the leadership of the “BUHAT ANG PASULTI-ON” Governor Art Yap. Said attempt failed to get the endorsement from the Sangguniang Panlalawigan and the different local government units of the province.
What could have been the reason?
The 2019-2022 Sangguniang Panlalawigan was then dominated by the men of ‘BUHAT ANG PASULTI-ON” governor.
So with the Liga ng mga Barangay and the League of Municipalities!
Therefore, there was no way for the bill filed by Congresswoman Tutor to be endorsed to the House of Representatives.
And, why was the defeated governor not interested for the division of Bohol into five congressional districts?
Because, he himself, is not “ANG TINO-UD NGA BOL-ANON”.
This query can be asked: “When Governor Yap served for three consecutive terms as congressman of the third congressional district of the province, did it ever occur into his mind to have two additional congressional districts for the province?
And if ever such an idea was within his mind during his incumbency as governor, was it ever translated into action?
Short Cuts and every Boholano believe otherwise.

Short Cuts has not heard of any news item of such nature during his term as congressman!
Ngano man lagi? This can be stressed.
It is because, to Short Cuts mind, Art Yap is not a pure Bol-anon! Even for the number of years serving as Governor and Congressman, he has not as yet attained the true character of service and loyalty embedded in a true blooded Bol-anon.
Short Cuts hopes that he is wrong in his observation.
He can be mistaken!
