Kasagarang panghitabo….

VEHICULAR accidents! And, almost daily!

Motorcycle against another motorcycle.  Motorcycle against a passenger truck. Motorcycle against a government vehicle. Motorcycle against a pedestrian, and a motorcycle against a standing tree at the side of a road.

But not all these vehicular accidents, Short Cuts believes, gained entry into the dockets of the Courts of Justice. Although, the same may have been entered into the records of the police force.

Neither were these incidents privileged of being aired over the radio and other media outfits.

This could easily happen.

Why?

In most cases, these type of cases can easily be settled amicably. So that these can reach only up to the office of the law enforcing agencies. It largely depends on the interest of both parties as to whether they go to court or not.

Because if both parties could agree on the amount of damages incurred and payment thereof, then settlement is reached.

Therefore, nothing more follows. Except, of course, the actual payment on the damages. As a consequence, no criminal case is being lodged in the court of justice!

Why, of course, that Short Cuts know these unusual incidents happening on the roads?

It is a matter of record that Short Cuts frequents his farm at LGU Carmen since its establishment in the year 2000. Even during his years as member of the provincial lawmaking body, he was always in the farm.

Comparatively speaking, however, lesser traffic accidents were recorded up to the latter part of the 1990s.

But number of vehicular incidents that happened starting 1999 have tremendously increased up to the present.

Any cause for the increase of traffic incidents in those years?

This is Short Cuts’ honest observation. And this could easily be explained.

Why?

Local dealers in the province seemed to be engaged in a sort of a cut throat competition in the sale of motorcycles!

Lowering of the price of a unit is not only the name of the game. They went to the extent of scrapping away down payments in the acquisition of a unit. They went directly to the installment basis.

And at a lower price, pa!

As a consequence, even low income laborers can easily acquire a unit. To the extent that even a finisher of a Grade 3 can own a motorcycle. For as long as he can meet the minimum amount, he has that rare privilege of convenience in his travel from home to his workplace.

This, as an information, is very reliable. Short Cuts himself has more than 30 laborers in his construction at LGU Carmen. More than half of his laborers have their owned motorcycles. And, more than half of them are not elementary graduates.

Anyway, that is one way of a help to our brother Boholano laborers.

But, back to the issue….

An almost daily vehicular accidents?

And, this is the sad truth of the matter.

Short Cuts had been witnessing to the so many vehicular incidents that happened on his trips to and from LGU Carmen taking the Tagbilaran – Corella -Balilihan Macapiko Bridge – Batuan – Carmen route.

It is almost daily. And it happens on different time of occurrence.

However, to Short Cuts, the number of vehicles negotiating a stretch of a road is not an indicator of the number of accidents to happen. It is in the knowledge of the traffic rules and regulations by the driver-owner of the unit.

This must be the first criteria before acquiring such one unit.

And this particular issue could amply be discussed by Short Cuts….

In so many instances, Short Cuts had been witnessing motorcycle drivers who made right or left turn signals in a very inappropriate time. They make the signal at the very moment they execute the turn.

To the utter disadvantage of the driver of the vehicle behind!

This is one major cause for an accident to happen.

And, Short Cuts’ driver experienced this traumatic incident. Not only for once but many of the trips.

With Short Cuts, or course, as the passenger.

Worse incident is when the back ride of the driver and not the driver himself makes the signal.

For, who decides for a turn, the driver or his passenger?

Kasagarang panghitabo…. motorcycle drivers ALWAYS desire to be at the center of the road when travelling. As if, they don’t know how to “KEEP RIGHT” while on travel, as mandated.

A wake-up call is, therefore, addressed to the proper authorities of the province.

These motorcycle drivers must be subjected to a thorough and encompassing seminar on the basics of traffic rules and regulations before a driver’s license could be issued. And if possible, such a license be a requisite for one to acquire a motorcycle.

This, Short Cuts, believes to be a factor in the decrease of traffic accidents in the future.

Because if the incidents, as exposed, happened in the road length travelled by Short Cuts almost daily, this can also happen in the long stretches of national, provincial, and municipal roads in the province.
