
THE provincial federation of Sangguniang Kabataan (SK) held a congress at Bohol Tropics Resort from October 24-26, 2025 despite some municipal SK federation failed to participate for insufficiency of funds, Provincial SK President and Ex-Officio member of Sangguniang Panlalawigan Lawrence Xavier Ancla said.
He said in his message that the SK are not only public servants but as one united youth movement committed to bring it relevant and transformational in the communities.
Gov. Aris Aumentado said in his message that the congress aims to serve as youth platform and youth governance frontliners in consonance with its theme: “Dilaab: Igniting Youth Power Towards Transformational.”
The governor hopes that the SK “[will] discuss opportunities for alignment, complementation and youth impacts and the impetus to learn for development innovations anchored on the Philippine Youth Development Plan (PYDP).”
The Congress tackled issues affecting SK, such as, the automatic release of the ten (10%) percent of the annual barangay budget to the SK and that SK should be apolitical.
Some SK municipal federation president raised during the open forum that the SK budget should be automatically released to them, according to the Department of Budget and Management circular.
But some barangay still hold in abeyance the said annual budget as the SK is supposedly independent pursuant to the law crating it.
The Department of Interior and Local Government (DILG) said that SK should not be influenced by the barangay officials or other officials.
The congress invited resource persons from DBM, National Youth Commission, DILG and Dr. Nickson Felix B. Epe as the keynote speaker of the day. He is the former Youthlead Philippines president, tackling, “Harnessing Youth Power in Creating Positive Change.”
The ‘Istorya’ plenary also discussed topics, “The PYDP in Action: SKs creating impact and Innovations by NYC’s Cybel Tantay; “Ang SK sa Bagong Pilipinas: Empowering Positive Change in communities by DILG Regional Director Trovelo represented by its Provincial Director Johnjoan Mende; and “SK Financial Independence: Fostering Efficiency in Budget Management towards youth impact by Budget Usec.
