Journey of a Government Scholar
(Mental Health Management Protocol)

LiSQuP (Linking Standards and Quality Practice) is a professional development program for teachers and school leaders, a collaboration between the Philippine Normal University (PNU) and the Department of Education (DepEd) through the National Educators Academy of the Philippines (NEAP). The program offers customized graduate degrees and diplomas to help educators upskill and improve the quality of teaching and leadership in the country by linking professional standards with practical application. 

The scholarship is for two years to complete master’s or doctoral degree programs offered through PNU’s College of Graduate Studies and Teacher Education. Philippine Normal University’s Linking Standards and Quality Practice (LiSQuP) scholarship program provides avenues for academic excellence.Teachers and school leaders were able to experience a real online learning modality of instruction. 

In 2021, there were more that 4,000 scholars from the different schools division offices in the country. One scholar from SDO Bohol was able to complete all the academic requirements for the PhD Counseling Program. She is one of the 1911 scholars recognized during the 117th Commencement Exercises last September 10, 2025 at 8:00 AM-12:00 NN for the 3rd Cluster, with Director General Jose Francisco “Kiko” B. Benitez, Technical Education and Skills Development Authority.

The journey of this scholar is not an easy one. The scholar exerted patience, efforts, time, and connections in the development, approval, and implementation of the different programs, projects, and activities required for the different learning areas.

As a scholar for the PhD in Counseling, she was able to developed, asked the approval from the top management, and implemented the following: Project CoWtELS (Catechism on Wheels to Enhance Literacy Skills-implemented in Union Elementary School, Ubay 2 District (Nimfa Canete with ESP Letecia P. Reloba); Project ProBE (Provision of Basic Essentials)- implemented by Tyven T. Segun, Catalina Margate, and Carla Yu, with Jeffer Segun; Project PsIToC (Psychological Intervnetion in Times of Crisis), Virtual Mental Health Management Activities- implemented in the different districts, schools, BPSTEMPC, and NTECB. Project PsIToC was also considered in the development of Project VCaMP (Virtual Coaching and Mentoring Programs). The scholar made all things possible with this scholarship journey for the support from the top management and the persons who provided support financially and morally.
