VICE-Governor Nick S. Besas, who presided over the Sangguniang Panlalawigan session last week, banged the gavel approving the unnumbered proposed Resolution, requesting Bohol-based Department of Public Works and Highways (DPWH) to conduct an inspection and assessment of all flood-prone areas in the province.
In his committee report, Provincial Board Nathaniel O. Binlod’s authored and sponsored Resolution appeared to be pressing the DPWH to do its duty as some of the areas in the towns are experiencing and suffering from flood when rainfall occur.
In said Resolution, Binlod said, “Whereas, flooding has been recurring issue in various municipalities and city within Bohol, often resulting (to) damage to infrastructure, disruption of livelihoods and threats to public safety.”
Complaints of flood occurrence in some areas in Panglao, Dauis and this city, particularly at the national highway fronting Bohol Wisdom School, are mounting. In fact, flooding has become a perennial issue.
It also cited that DPWH thru its engineering offices in the three districts is required to implement infra programs and provide technical assistance in the maintenance and improvement of roads, drainage systems and flood control structures. This is aside from its resources and technical know-how in the inspection and assessment efforts, the Resolution said.
Binlod’s committee report identified some kinks in pursuing flood control infrastructure either delay in their implementation or no flood control project at all: No drainage, right of way, environmental concern and budget reversion.
The DPWH identified the flooded areas, like fronting Bohol Wisdom School, barangay Dao in the city, and Songculan, Dauis town; Clarin town, box culvert bordering first and second engineering office, Pobacion to lawis, Inabanga I second district; and Batuan, Loboc, and lower Buenavista, Carmen town.
Binlod also moved for the passage of Resolution requesting DPWH secretary and congressman of first district for funding of the drainage system in barangay Dao, Panglao. It also passed a Resolution for the district engineering offices to regularly supervise implementation and maintenance of similar projects. (rvo)
