
LAST week was the most memorable period in Short Cuts’ life.
It was on Tuesday, July 8, that he attended the Inaugural Session of the Sangguniang Panlalawigan of the province. He was obliged to be present considering the fact that his eldest male grandson was elected in the May, 2025 elections and was to be sworn in as member of the Sangguniang Panlalawigan.
As one of the invited guests on that occasion, Short Cuts was one of the first fifty to arrive. As a consequence, he had ample time to look around the venue of the event.
First, he was reminded of the table where the Presiding Officer of the Provincial Board has to be seated during sessions. Second, the place where the Majority Floor Leader was seated was still fresh in Short Cuts’ memories.
And after viewing the whole area, Short Cuts had to stand up and went near the pictures hanged in one of the walls of the room. Short Cuts then knew that the pictures were those of the previous serving Vice-Governors of the province.
It was at this particular occasion that scores of old employees of the provincial government came and extended their handsakes with Short Cuts.
Memories of the past, therefore, came rushing back to Short Cuts. The glorious and happy days of Short Cuts were easily revived. The worst and trying moments were also remembered.
It is a matter of record that Short Cuts served the Boholanos in the provincal legislative body for almost twenty years.
First, he was elected as the first President of the Provincial Federated Association of Barangay Councils and as such, he served the Sangguniang Panlalawigan for four years. As the Federated ABC president of the province he was elected ABC president of Region 7 and finally, he was elected Secretary-General of the national organization. Then in the succeeding elections he was elected regular member of the Provincial Board for three terms, equivalent to nine years, and finally as the Vice-Governor of the province for one term.
Short Cuts encountered a very unforgettable experience during his tenure in office as a provincal Board Member. It was when he manifested during his privilege speech that if only to increase public acceptance, sessions of the provincal lawmaking body must start at 9:00 o”clock in the morning as originally agreed by the Provincial Board.
This was done because it was during that term that sessions usually begin at 10:30 in the morning. This was caused by the Presiding Officer’s lack of time consciousness.
But, instead of conforming to Short Cuts’ manifestation, the Presiding Officer had this to say, “WAIT UNTIL YOU BECOME VICE-GOVERNOR”
To hear the words, Short Cuts had only to go back to his seat and just kept silent.
Therefore, in the succeeding election and as a new member of the Provincial Board, Short Cuts had to be reminded of the “WAIT UNTIL YOU BECOME _____”.
He ran against her and successfully ousted her in office!
Therefore, during the first and succeeding sessions of the SP, the activity, under Short Cuts’ leadership had to begin at 9:OO o”clock In the morning.
