BSK bares Bohol’s best performing Mayors TOPNOTCH LCES

THE top performing municipal mayors are being revealed by Bayan Serbisyo at Kaunlaran Advocates for Participatory Governance and Accountability survey.

The ‘TINGOG SA KATAWHAN’ 2025 first quarter performance survey had 10,000 respondents, a margin of error of ±1%, and was completed in April 15, 2025.

They’re municipal mayors Atty. Julius Caesar F. Herrera of Calape who is tied up with Mayor Fernando Estavilla of Pres. Carlos P. Garcia and Jagna’s Mayor Joseph Ranola with 92.80% apiece.

“The governance landscape in the Bohol province has undergone a remarkable transformation, driven by leaders committed to public service excellence. These mayors rise above adversity and lead with unwavering dedication. Many responded with resolute action, implementing decisive policies, strengthening public welfare services and healthcare infrastructure while safeguarding economic stability,” BSK said.

Other top performers are Tubigon Mayor William Jao scored 92.25%; Valencia Mayor Dionisio Neil Balite, 92.25%; Buenavista Mayor Atty. Dave Duallo, 92.25%; Getafe Mayor Carso Camacho, 92%; Loon Mayor Elvi Relampagos, 92%; and Dimaio Mayor King Ang.

Loay Mayor Atty. Hilario Ayuban, 91.70%; Talibon Mayor Janette Garcia, 91.70%; Garcia-Hernandez Mayor Jess Baja, 91.35%; Ubay mayor Constancio Reyes, 91%; Anda Mayor Angelina “Inday” Simacio, 90.80%; San Isidro Mayor Atty. Diosdado Gementiza, 90.55%; Guindulman Mayor Albino Balo, 90%; and San Miguel Mayor Ian Garcia, 90%.

BSK emphasized that the independent, non-commissioned job performance survey recognizes Municipal Mayors who have excelled across multiple governance dimensions.

BSK Advocates for Participatory Governance and Accountability further said that “assessment is rooted in a comprehensive evaluation of governance performance, considering key indicators that define effective leadership.”

Economic development is measured through job creation, a thriving business climate, and investment growth, ensuring that towns remain economically robust. Social services, including healthcare, education, and welfare programs, reflect how well mayors address their constituents’ fundamental needs.

Infrastructure development is assessed based on road networks, housing projects, and overall rural maintenance, which are vital for sustaining livable municipalities.

Public safety and order remain critical, with crime reduction strategies, community policing, and emergency response capabilities playing a significant role in governance efficiency.

Environmental sustainability is another primary benchmark that evaluates waste management systems, green initiatives, and resilience against disasters.

Transparency and governance, encompassing anti-corruption efforts, digital governance, and public engagement, are key factors in ensuring accountability and ethical leadership.

These indicators collectively define the effectiveness of Bohol municipal mayors in delivering efficient, people-centered governance that elevates the quality of life for thousands of residents. The latest results reaffirm that the mayors of Bohol remain steadfast in their commitment towards public service and welfare.
