THERE is a practice, rampant I would say, among mayors to also engage in the construction and quarry business, apart from their public function as local chief executives.
The reason for this is simple.
They need money, the more money the better. And during their reign, they can make money thru infra projects like construction of roads, buildings and the like. Of course, they can also make money from procurement either goods or services, but the “fruits of their labor” are more in the infra than in the procurement.
So let’s focus on the infra.
In infra, it is common knowledge that mayors, or even governors or congressmen, either collect or receive their 10 to 20% kikik, SOP or more commonly labelled nowadays as just an ordinary “business expense”.
The reasoning among enterprising mayors is that – why give the infra projects to other contractors when I can also become one? If the company that “wins” the bidding is my own company, then that means I get to enjoy the millions in windfall solo, or most of it, and not just the 10 or 20%.
So many mayors are also contractors nowadays, though it is not certain if they listed it as their own or only use dummies to stand for them. It is not also certain if they declare this in their SALN.
Since the members of the bids and awards committee (BAC) are, in most cases, “very close” or simply, under the beck and call of the mayors, then there is no big problem in “railroading” the bidding process to ensure a sure win of the mayor’s construction company.
But then again, many contractors nowadays are painfully aware of the “patakaran” sa bidding, long before the opening of the bids, they already know who gets the project.

Well, I don’t know how these graft cases will progress but this is just one common problem in our political system.
