RECKLESS driving? Or a pure case of driving without license?

The first phrase connotes that one is duly armed with a driver’s license but he just wantonly disregards traffic rules and regulations. The second one specifies a person who drives a vehicle without the necessary license issued by the Land Transportation Office of the local government unit.

It is mandated that before one is given the privilege to drive a motor vehicle, he must have in his possession a driver’s license. However, before such a license is issued, it is likewise required that the person concerned must have undertaken a lecture or attended a class in a driving course.

This is required by law. This is expressly provided if only to prevent vehicular accidents to happen on the road. Secondly, griefs and sorrows are totally prevented to be suffered by the family and close relatives of the victim if these accidents are escaped because of a hands-on knowledge on traffic rules and regulations.

But, do the purposes as envisioned by our laws attained? Does the knowledge of traffic rules and regulations learned in a classroom prevents one from transgressing traffic rules and regulations?

To Short Cuts’ knowledge and keen observation, definitely NOT.

Why?

Media report of the capital region clearly indicates the truth. The last week of the year 2024 and the first week of the year 2025 reveals so many vehicular accidents. Cebu City herself posted vehicular accidents.

The Province of Bohol cannot take exception. Short Cuts witnessed unbelievable incidents in his trips during the same period. A motorcycle against another motorcycle or a motorcycle against a dumptruck or a cargo truck.

In one case, Short Cuts witnessed in one of his trips in the eastern part of the province a man taking his bed in the middle of the national highway. The same incident pictures another person at the roadside suffering from a broken leg. As to whether this person in the road took his final rest, Short Cuts was not duly informed.

Was that incident a case of reckless driving? Or a pure case of driving without a license?

Either of the two scenarios, Short Cuts suggests to the Land Transportation Office to regulate in the purchase of motorcycles.                  

What, if one is NOT allowed to buy a unit if he has not undergone classes in Driving Rules and Regulations? Or, if such is already required, make it more STRIKTO!
