Capitol gives out P63.6M as AICS in Jan – Sept 6’ 24

THE provincial government has disbursed a total of P63,600,500 from Assistance to Individual in Crisis Situation (AICS) served a total of 13,384 clients, (3,587 males and 9,797 females) with medical type of assistance got the lion’s share to the tune of P51,790,900.

Board Member Lucille Y. Lagunay said in her social services committee report approved by the Sangguniang Panlalawigan presided over by Vice-Gov. Tita V. Baja last week.

This came after fellow Board Member Atty. Tomas D. Abapo, Jr. manifested the dole out of AICS “to our constituents coming from the different barrios or towns.” He posited a question on “why they still need to come back for an interview which will be scheduled on another date at the Office of the Provincial Social Welfare and Development Office to be given the aid which they requested for” for study/review and formal recommendation to the August Body.

Lagunay, then recommended that to ensure that funds allocated for hospitalization are properly used, the Provincial Social Welfare and Development Office prefers (PSWDO) “to issue Guarantee Letters to partner hospitals rather than providing cash directly to individuals requesting assistance,” which was approved by the SP.

Then, the SP passed a Resolution “authorizing Governor Erico Aristotle C. Aumentado to enter into a Memorandum of Agreement (MOA) with accredited hospitals and to issue Guarantee Letters to these hospitals for the Assistance to Individuals in Crisis Situations program.”

Lagunay bared that the provincial government has alloted P44 million for the year plus the realigned PhilHealth fund of P20 million, based on her report.

The type of assistance the provincial government provided are the following: Food for 15 clients served, P47,000.00; transportation, (7 beneficiaries) P25,000; medical (11,192 recipients) P51,790,900.00; Burial, (1,886 beneficiaries), P9,861,500.00; and supportive (284 beneficiaries), P1,876,100.00.

A total of P31,105,500.00 was disbursed to the 6,384 beneficiaries in the first district with Tagbilaran City got the biggest of the pie with P11,435,050.00 and Sikatuna, the smallest, P475,800.00.

In the second district, P12,248,000.00 has been disbursed during the period (January-Sept. 6) for the 2,383 beneficiaries. Buenavista got the biggest share with P1,706,100.00 and the smallest of 4 towns is President Carlos P. Garcia, P88,000.

A total of 4,462 benefited from the AICS with total amount of P20,196,500.00 paid out in the third district. Carmen goth biggest with P2,272,300.00 and the smallest is Anda P308,500.00.

The report obtain by this writer showed that the total monthly disbursement (thru cash and check) are as follows: January, P1,438,700.00; February, P10,132,400.00; March, P9323,300.00; April, P6,622,900.00; May, P8,584,000.00; June, P8,158,600.00; July, P7,987,300.00; August, P9,160,200.00 and September (until 6th), P2,193,200.00.
