MOA inked for Enhanced Financial
Management and Investments

THE City Government of Tagbilaran, the United States Agency for International Development (USAID) Urban Connect, and the Public-Private Partnership (PPP) Center ceremonially signed a Memorandum of Agreement (MOA) on July 15, 2024, at the Metro Centre Hotel, Tagbilaran City.

This partnership aims to enhance the city’s financial management and boost locally sourced revenues and investments through successful PPP projects.

The event commenced with a warm welcome message from City Administrator Cathelyn Torremocha, setting an enthusiastic tone for the collaborative endeavor.

Mayor Jane Yap, in her message, highlighted the significance of the partnership, stating, “This MOA marks a pivotal step towards sustainable urban development and economic growth in Tagbilaran. Through this collaboration, we aim to create a more efficient, transparent, and investment-friendly environment for our city.”

PPP Center Executive Director USec. Cynthia Hernandez and USAID Economic Growth Specialist Jay De Quiros also delivered insightful messages, emphasizing the transformative potential of the Urban Connect initiative and the critical role of public-private partnerships in achieving development goals.

The meeting also featured an orientation by PPP Center’s Deputy Executive Director ASec. Eleazar Ricote on the key provisions of the newly enacted Republic Act No. 11966, also known as the PPP Code of the Philippines, and its Implementing Rules and Regulations.

This orientation aimed to familiarize attendees with the new regulatory framework, which will guide future PPP projects in the city.

Urban Connect Chief of Party Dr. Alex Brillantes, Jr., provided closing remarks, underscoring the importance of collaborative learning and adaptation sessions with local government units (LGUs) and the private sector to ensure the success of PPP projects.

The collaboration between the City Government of Tagbilaran, USAID Urban Connect, and the PPP Center promises to enhance financial management, boost locally sourced revenues, and attract investments, thereby driving sustainable development and economic growth in Tagbilaran City.
