Ti’ TaTo Chats: First Episode
(Leadership through Gender and Development)
in the Scouting Way

GENDER and Development (GAD) is a development approach and method that is inclusive, empowering, egalitarian, sustainable, and violent-free, respects human rights, encourages self-determination, and helps people reach their full potential. (https://bmb.gov.ph › index.php › gender-and-develop.)      Teachers nowadays have great difficulty in managing classes, where they only have a few learners, as compared to what we had in the past. With Freire’s “Pedagogy of the Oppressed”, one could still remember that with proper communication with the parents, the school community did not have any difficulties in getting learners’ attention toward school attendance. There is a great need to address the issue in the school community issues and concerns innovatively met by the teachers, thus, providing virtual activity was conceptualized.

Division Memorandum No. 0697, s. 2022, entitled “Conduct of Ti’ TaTo Chats”, has been issued and signed by SDO Bohol Schools Division Superintendent Bianito A. Dagatan EdD, CESO V. This is a virtual consultation and sharing of ideas to be undertaken by learners with the teachers (as troop leaders) for their boy and girl scouting activities. The pilot episode was conducted last November 11, 2022, at 7:00 in the evening. BSP Council Executive Hermes Angoy, and RGC Mildred Ladera, Ph.D., served as resource speakers. This virtual activity was managed by Junevir Cabrera and Cherry Orcullo, PhD., both from Loon North District.

Sustainable Development Goal (SDG) 4 emphasizes ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all. By 2030, ensure that all learners acquire the knowledge and skills needed to promote sustainable development, including, among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and non-violence, global citizenship, and appreciation of cultural diversity and of culture’s contribution to sustainable development.

To achieve these sustainable development goals, there is a need to identify the root cause of the problems that hinder the achievement of the government’s goals, objectives, and mandates. With the support of the key stakeholders in the community, this would be possible in the next years to come. The Department of Education’s (DepEd’s) vision is to produce Filipinos who love the country, passionately and whose values and skills allow them to realize their full potential and make a meaningful contribution to nation-building. If properly addressed, DepEd’s vision and mission will certainly create Filipino people who are God-loving, attentive to Filipino community needs, environmentally friendly, and patriotic citizens. (https://www.deped.gov.ph/ about-deped/vision-mission-core-values-and-mandate/).

DepEd, in partnership with the Girl Scouts of the Philippines (GSP), and Boy Scouts of the Philippines (BSP) Bohol Council, is an institution that has been leading in the provision of training programs that are geared towards the total development among young learners and adults as well. It has been said that scouting is a way of life. Thus, attending GSP and BSP programs, projects, and activities enhances learners’ full potential to face life’s challenges. The achievement of the DepEd, BSP, and GSP vision statement to help young learners prepare themselves for their responsibilities in the home, the nation and the world community lies in the able leadership of the adults who would willingly volunteer their services to the Movement. In the Department of Education, there are training and seminars appropriate for the total development of young girls and young women, who are progressive, dynamic, proactive, patriotic, and God-loving.

Adults as providers of support systems for these young girls and young women need competent, dedicated, and committed adult leaders. These adults can either be Troop Leaders or members of the Council Board and Committees which provide support services to the Boy and Girl Scout troops. It is necessary, therefore, that they are properly trained and equipped with the basic Boy and Girl Scouting knowledge, attitudes, and skills so that they can effectively carry out their respective roles and responsibilities.
