Aumentado’s EO 36 restructures Prov’l Devt Council

THE Provincial Development Council (PDC) has been reorganized by Gov. Aris Aumentado who issued Executive Order No. 36, series of 2022 on September 29, 2022.

The governor cited in his EO the “necessity for the collective and participatory formulation of development plans, policies and investment programs, appraisal and prioritization of development programs and projects; and coordination and monitoring/evaluation of the implementation of programs and projects in Bohol.”

The governor chairs the executive committee (Execom), along with Vice-Gov. Dionisio Victor Balite, Representatives Edgar Chatto, Vanessa C. Aumentado and Alexie B. Tutor for the 1st, 2nd and 3rd districts, respectively; Buenavista Mayor Atty. Dave Duallo as LMP president; Argeo Melisimo, Aurelio Salgados and Francis Batoy as private sector representatives to Regional Devt. Council; and Jose Leo Dominico Butalid, president of Bohol chamber of Commerce and Industry (BCCI) for civil society organization.

Council members include the 47 municipal mayors and Tagbilaran city mayor; and 28 representatives of Civil Society Organizations in the province.

The council shall perform the duties, such as: formulate long-term, medium term annual socio-economic development plans and policies; formulate the medium term annual public investment programs; appraise and prioritize socio-economic development programs and projects; formulate local investment incentives to promote the inflow of private investment capital; coordinate, monitor, and evaluate the implementation programs and projects; and perform such other functions as may be prioritized by law.

Under the council are the committees created to facilitate and assist the council in the performance of its functions/duties.

These committee include: economic development, social development, infrastructure development, environment development and administrative development.

Each committee is composed of the non-government organizations (NGOs), People’s organizations and the academe with national agencies concerned.

The provincial planning and development office (PPDO) shall serve as the secretariat based on section 476 (b) of the Local Government Code of 1991.

HEALTH BOARD REVIVED

Governor Aris Aumentado reactivates the provincial health board thru Executive Order No. 38, series of 2022 he issued pursuant to section 102 of the Local Government code of 1991 or Republic Act 7160.

The governor is the chair, provincial health officer, vice-chair and action officer based on said EO dated September 29, 2022.

Members are the following: chair of the SP health committee; representative of the Department of Health; president of the Assoc. of Municipal Health Officers of the Philippines-Bohol chapter; president of Integrated Midwives Assoc of the Philippines-Bohol chapter; president of Federated Barangay health workers association; president of the barangay Nutrition scholars; chief, social insurance officer PhilHealth; and chiefs of the ten hospitals.

Other members include representative of the Bohol Diversified Development Service, representative of International Care Ministries Foundation, Inc.; and representative of the University of Bohol Community Development Foundation Incorporated.

The members of the board “shall perform their duties as such without compensation or remuneration.”

Its functions include: as an advisory to the Sangguniang Panlalawigan on health matters based on DOH standards; advice the PHO in terms of technical and administrative DOH standards; and propose or advice the governor on matters related to overall provincial and national health thrusts.

It is mandated to meet once every month and a simple majority to attain a quorum to proceed with such meeting, whose secretariat is the PHO. (rvo)
