LGU-private partnership for bulk
water supply to 9 towns tackled

GOVERNOR Aris Aumentado bared that JFAP Construction Company visited him at his office last week (September 20) and presented its proposal for a Bulk Water Supply project.

The governor said the project presentation might be helpful and as part of the development agenda under his administration for potable water, he is hopeful this may work for the benefit of the local government units.

Though there are no details yet but initially the project proponent may be the one to tap water source and distribute it to every household under level III scheme, or the company may just supply water in bulk and the local government unit (LGU) concerned distribute them.

This largely depends on what mode that works for both the company and LGU concerned provided it addresses the need for households to have access to potable water under the Wahig-Inabanga River Cluster Project.

The proposed joint venture would be between LGUs and said company to bring water security to the municipalities of Ubay, Trinidad, Talibon, Bien Unido, San Miguel, Jetafe, Buena Vista, Dagohoy and President Carls P. Garcia.

These towns thru their mayors met with the Provincial Government of Bohol on the proposed Wahig-Inabanga River Cluster Project that could address issues regarding the supply of potable water for domestic, commercial and industrial use.

The proposed project expects to bring a potable water supply for the next 35 years to the mentioned municipalities.

The proposed primary water source would come from the Inabanga River and Ipil River System, with the secondary sources coming from the overflow or excess water from Dams or reservoirs from Bayongan, Capayas, and Malinao.

The governor said that the proposed project entails no expense from the provincial government.

This may be more beneficial than the one being introduced and implemented by the past administration.

The past administration, he said, introduced a scheme that LGUs are encouraged to loan thru the provincial government. But the latter implement the water project and the former pay the loan.

However, some mayors refused to avail of the loan portfolio offered by the provincial government, the governor said.

It will be recalled that the past administration has somehow doled out P1 million and P100,000 apiece for the town and barangay, respectively, for their respective water project. (rvo.GC)
