THIS time around, we will talk about Art Yap.
And by Art Yap, I’m referring to the former governor of Bohol who was “polled down” ala David and Goliath-type by the young and energetic former congressman and now governor Aris Aumentado.
When we were in Malacañang weeks back, there were congressmen and some visitors who were milling around and/or waiting for some talk-time with Special Assistant to the President (SAP) Anton Lagdameo in his office.
After completing our “mission” with SAP, and knowing the long pila of visitors waiting for his time, we headed out and SAP Anton was gentleman enough to usher out Governor Aris from his office.
There were several visitors waiting at the ante-room and SAP Anton introduced Gov Aris to them.
And I overhead one comment that said, “ah, the young dragon slayer.”

While waiting for our respective cars to enter Gate 4, Gov Aris happily recalled that he was praised for “slaying” a political goliath in Art Yap.
And those he met inside SAP Anton’s anteroom recalled their previous impression that the political empire of Art Yap in Bohol was impregnable, and impervious to any adverse political adventure because accordingly, he had Bohol and the Boholanos at the palm of his hand.
That, coupled with the notoriety of having billions of pesos in his campaign kitty kuno. Lisod gyod pildihon.
Unya gipildi lang ni Aris.
Unya gipildi nga dako kaayo og biya.
Unya gipildi sa klaro nga paagi og napamatud-an nga di diay tinuod nga pera-pera lang ang Bohol.
Naturally, that earned Gov Aris some stars for slaying a political giant.

I recalled during the recent campaign period where several top officials like Gov Joey Salceda were prominently featured praising the brilliance and economic prowess of Art Yap.
Kanang gibida bitaw og abot sa langit ang iyang kahanas sa pagpadagan sa ekonomiya sa Bohol nga kanang mogawas nga mora’g hulog sa langit siya alang sa mga Bol-anon.
Initially, I was also impressed with Art Yap’s “expertise” as he recalled his DA days as Secretary where he would always remind his underlings to bring a calculator during meetings.
And he would always shout “get out” to those who came empty-handed.
In my mind, the economist in him was vividly shown by his aversion to calculators.

In my mind too, maayo gyod momaneho sa ekonomiya ang Economist like Art Yap.

So that was my impression then.
Until somebody told me a story.
A story about procurement by the province of Bohol during the short rein of Art Yap.
And what is the story?

Accordingly, the province during Art Yap’s short rein procured 2 farm tractors.
No problem at this point.
What is the specs?
The farm tractors were of the 120HP type.
So what is wrong with this?
Dako ra kaayo kay ang kasagaran nga paliton nga traktora is 90HP lang.
Why?
Gamay ug dili dako ang mga basakan sa Bohol mao nga dili husto nga mopalit og dako kaayo nga traktora.

So what’s the problem with Art Yap’s 2 units of 120HP tractors?
Tungod kay dako ra man kaayo ang traktora, dili gyod ma-gamit sa Bohol kay ang husto nga traktora kana ra mang 90HP.

Apil na niini ang pagpalit og 7,500 ka mga sinako nga mga mais nga binhi nga para kunohay sa mga corn farmers sa Bohol (abi nako og 5,000 lang, 7,500 man diay ka sako).
