OUTGOING Mayor and now vice-mayor-elect Marietta T. Sumaylo of Dauis town remains unperturbed over the “threat” of mayor-elect Roman Bullen, positing not to honor bidding of projects amounted to P15.5 million.
In an interview with media recently, Sumaylo said that “with due respect” to the incoming mayor who has yet to assume his post, she will continue the transactions, including bidding processes.
She categorically emphasized that the projects being lined up for bidding are in accordance with the law. The employees who were involved in the transactions, particularly the Bid and Awards Committee (BAC) are following the law.
Sumaylo assured the said employees of her help if needed. “Ayaw mo kahadlok kay wa ta’y gilapas nga balaod.”
Bullen, who trounced Sumaylo’s husband Josever in mayoralty race on May 9 elections, has sent a letter dated June 13, 2022 to municipal budget officer Samuel Penales, BAC chairman.
Bullen wrote, “This is to serve notice that the undersigned mayor-elect will not honor any bidding as anomalously scheduled June 13, 2022” of several projects.
He said that the bid proceeding (on June 13, 2022) “will be highly irregular and anomalous and will defeat both the letter and the spirit of existing laws, rules and regulations including the recent memorandum circular of DILG secretary Eduardo Ano on the transition process.”
He appeared to be threatening those contractors and any personnel of the town participating in bidding “will be blacklisted, reshuffled and/or subjected to administrative and disciplinary measures.”
He also said that he will not implement those projects that were bid out but “continue to question” them and “will not release any payments for said projects.”
The projects subjected to the bidding as enumerated by Bullen are the following: (1) supply/delivery of materials for hazed signage, P150,150.00; (2) Supply/delivery of modular and canopy tents, P500,000.00; (3) Supply/delivery of labor/ materials for fabrication /installation solar lights, P998,540.65; (4) supply/delivery of premium rice for Odette victims, P4,127,604.40; (5) Supply/delivery of labor/ materials for improvement of multi-purpose building in brgy Songculan, P2,198,999.26.
Others are: (6) Supply/delivery of labor/ materials construction of multi-purpose building in brgy Dao, “4,999,994.94; (7) Personal protective equipment (PPE) for rescue emergency operations, P200,000.00; (8) Supply/delivery of drugs/medicines for Rural Health Unit, P948,307.18; (9) Supply/delivery of medical equipment for RHU of Dauis, P997,731.50; (10) Supply/delivery f family planning commodities for RHU, P249,979.50; and (11) Supply/delivery of office equipment for RHU of Dauis, P197,000.00.
