WE have heard a lot of stories where government officials routinely used government resources for entirely private purposes but only very few of these cases ever reached first base when filed in court.
One reason for this is lack of evidence of course. Another reason is the perception that when one faces a powerful government official, it would take a super gargantuan task to reach first base. Reasonable of course. That high official can afford to hire good lawyers who know how to “park” or put cases in deep slumber, or even bribe corrupt officials. The result – cases filed by crusading citizens end up in limbo.
But the recent dismissal from service of former board member Mimi Boniel is worth noting, not only because the anti-graft court has found compelling evidence against Boniel, it also found a chance to remind other government officials that using government resources for purely private purposes is against the law. This becomes even more brutal considering that while ordinary citizens suffer the brunt of paying the extremely expensive diesel or gasoline for their motor vehicles, these abusive government officials get them for free.
And that is the crux of this episode – government officials routinely using government vehicles, government-paid drivers and government-paid fuel for their own private convenience.

There was a time when a red-plated vehicle was seen delivering a high school student in one of the high schools in the city. Another similarly plated vehicle was seen on a Sunday in one of the malls in the city, apparently used by the family of the official for shopping.
Of course, there are instances of wives, husbands, boyfriends or girlfriends using these government vehicles. Good if the official himself or herself is present when these vehicles are used because that can be explained, the problem is when the significant other or the boyfriend or girlfriend is driving around solo, because it would appear like the trip has become a personal one for the user.
And that is bad, that is abuse and should be prosecuted.

The gas slips issued for the use of government officials has also been regularly abused.
One such nefarious practice is allowing a relative or a friend to use that government-issued gas slip to fill up the tank of a private vehicle.
Under ordinary circumstances, COA rules do not allow a green-plated motor vehicle to be filled up using that gas slip. But then again, after some time, regular transaction fosters friendship and camaraderie to such an extent that audit rules do not apply anymore.
On the part of the refilling stations, they do not really care about red plate or green plates because what matters to them is the accumulation of those gas slips which they can use to support their claim against the government.
Another practice is to sell these gas slips or converting them to cash, especially if the official badly needs extra cash for an extra-curricular activities. This abuse makes the government the financier of the shenanigan of the crook government official.

Another town official who got axed recently was former Duero Mayor Al “Altacs”Taculad.
His private construction firm bearing his pet name Altacs was awarded several projects right smack in his town. He forgot or maybe he got careless and he did not divest himself from his construction company as required by law. And it would not have mattered if that construction company did business outside of his town.
But it did and it cornered big projects right in his own hometown. It would not require much analysis that the award of the project was possibly “arranged.”
And here is the most interesting part.
Under the revised procurement act, the proceedings during the bidding process follow strict rules to ensure transparency. One such mandatory protocol are video recording and live-streaming for competitive bidding conferences and proceedings conducted by government procuring entities.
Along this line, how come that the construction company of the mayor passed the pre-qualification stage?
Wa kahibalo ang members sa bids and awards committee (BAC)?

In fairness to Mayor Altacs, he is not the only official doing that.
Many incumbent mayors, governors and congressmen are also doing that.
Aside from the construction company, they also have hauling and quarry company, construction and office supplies company, they also rent heavy equipment and they even provide consulting services.
