
THE city governments of Tagbilaran and San Juan, Metro Manila formally sealed a Sisterhood Agreement on July 16, 2026.
The signing took place at Bohol Tropics Resort.
The agreement establishes a partnership to strengthen cooperation in governance, tourism, trade, education, public health, and other priority areas of local development.
Tagbilaran City Mayor Jane Yap and San Juan City Mayor Francisco Javier “Francis” M. Zamora signed the agreement.
Mayor Zamora also serves as the National President of the League of Cities of the Philippines (LCP).
The partnership aims to promote the exchange of best practices, technical expertise, and collaborative programs that will benefit both local government units.
The signing ceremony was witnessed by Vice Mayor Adam Relson Jala, members of the Sangguniang Panlungsod of Tagbilaran, and the city’s barangay captains.
Also present were San Juan First Lady Keri Lyn Zamora, San Juan City Councilor Ariel Atad, and members of the San Juan City delegation.
Under the agreement, the two cities committed to collaborate in key sectors.
These include tourism, trade and commerce, science and technology, culture and the arts, urban planning, education, sports development, environmental protection, public health, and social services.
A Joint Technical Working Group will also be established to identify and implement programs under the partnership.
Mayor Jane Yap said the sisterhood agreement reflects Tagbilaran City’s continuing efforts to build strategic partnerships.
She said these partnerships promote innovation, good governance, and sustainable development.
“This partnership allows us to learn from one another and work together on programs that will improve public service and create more opportunities for our constituents.”
“It is another important step toward building a stronger and more progressive Tagbilaran,” Mayor ap said.
The agreement was entered into pursuant to the Local Government Code of 1991.
The Code authorizes local government units to establish cooperative partnerships for projects and initiatives of mutual benefit.
