
THE Department of Education is committed to delivering quality, inclusive, and future-ready basic education through evidence-based and results-oriented planning. In support of this commitment, the Quality Basic Education Development Plan (QBEDP), serves as the national framework that guides the formulation of education policies, programs, projects, and activities aligned with long-term development goals.
To ensure that regional and division plans are coherent, responsive, and financially sustainable, there is a need to strengthen the capacity of education planners and key personnel in strategic planning, investment programming, and the preparation of a Three-Year Rolling Plan. These planning instruments are essential in translating the QBEDP into actionable, measurable, and fundable regional and division-level initiatives.
DepEd Region VII, recognizes that effective implementation of the QBEDP requires a shared understanding of planning processes, alignment of strategies with available resources, and integration of priority education outcomes. The conduct of this Training-Workshop aims to harmonize development priorities, enhance technical competencies, and ensure the alignment of strategic objectives with medium-term and annual investment plans.
True to its commitment, Region VII, Central Visayas conducted a Training Workshop on Strategic, Investment, and Three-Year Rolling Plan for QBEDP-Aligned Development Plan, on January 6-8, 2026, held at EcoTech, Lahug, Cebu City. The first phase was conducted last December, 2025. Dr. Helen D. Sabino, Chief Education Supervisor, PPRD provided the rationale of the three-day activity.
DepEd Regional Director, Dr. Salustiano T. Jimenez, gave an inspirational message. In his message, he gave emphasis on the following: all our actions and activities must be aligned; target-setting is very essential, needs real and accurate data, take policies addressing all issues; teachers need to be influenced, motivated, and committed to give their best as the best solution DepEd could offer; the person should address, top management is just there to guide and motivate; let the teachers feel the sincerity DepED has to provide needs-based interventions; “what you are doing is not for personal consumption, but for the glory of God”, and produce output that has an impact if implemented
Ultimately, this activity seeks to promote efficient resource allocation, improved governance, and sustained delivery of quality basic education services in the region by equipping planners and decision-makers with the necessary knowledge, tools, and skills to develop a QBEDP-aligned Development Plan supported by a realistic and responsive Three-Year Rolling Plan. Bernasor, and SDO Bohol Values Education Program Supervisor Ma. Maya V. Tumalon.
