
TAGBILARAN City’s pride shines once again as three of its city councilors were ranked among the Top 25 Most Performing Councilors in Bohol for the third quarter of 2025, based on an independent survey conducted by Transparency, Good Governance and Accountability Advocates (TGAA).
Leading the provincial rankings is Hon. Jose Floro Ringca, who is one of those who secured the Top 1 spot with a performance rating of 92.5%, followed closely by Hon. Gian Carlo Besas, who ranked 2nd with 92.2%, and Hon. Fausto Budlong, who earned a performance rating of 88.7%, placing him among the top-performing councilors in Bohol.
According to TGAA’s official Facebook page, the province-wide survey assessed public officials’ job performance using key parameters of legislation such as leadership, policy formulation, development planning, crisis and disaster management, accountability, peace and order, and public service delivery.
It also included competence, community participation, and public visibility, among other indicators.
The “Pulso ng Bayan” Job Performance Survey, conducted from October 15 to 30, 2025, involved 3,000 randomly selected registered voter respondents from various localities in Bohol.
TGAA clarified that the poll was independent and non-commissioned, with a sampling margin of error of ±1% and a 95%hg confidence level, ensuring a reliable reflection of public sentiment, trust, and performance approval.
Mayor Jane Yap extended her heartfelt congratulations to the three councilors for bringing pride to Tagbilaran City, emphasizing their dedication to effective and transparent governance.
“This recognition is a reflection of our councilors’ deep commitment to the people of Tagbilaran. I am proud of Councilors Ringca, Besas, and Budlong for exemplifying leadership that is both accountable and service-oriented,” said Mayor Yap.
She added that the achievement of the three city legislators highlights the City Government’s continuing pursuit of excellence and public trust.
