
THE City Government of Tagbilaran marked another milestone in public service with the Blessing, Ribbon-Cutting, and Unveiling Ceremony of the Tagbilaran City Business and Building One-Stop Shop Center on October 16, 2025.
The ceremony began with an invocation and blessing of the facility led by Rev. Fr. Ryan Montealto, followed by the ribbon-cutting and unveiling of the marker by City Mayor Jane Yap, First District Congressman John Geesnell “Baba” Yap II, Vice Mayor Adam Relson Jala, City Councilors together with department heads led by City Administrator Alvin Luis Acuzar.
The newly inaugurated One-Stop Shop Center stands as a symbol of progress and good governance, reflecting the city government’s continuing commitment to streamline services and improve efficiency in the processing of business and construction permits.
Funded under the Local Government Support Fund (LGSF) – Financial Assistance to LGUs by the Department of the Interior and Local Government, the facility aims to make government transactions faster, more transparent, and more accessible to the public.
The Tagbilaran City Business and Building One-Stop Shop Center will house the Office of the Building Official and the City Economic Development and Investment Promotion Office.
It will also host desks and personnel from the City Zoning Office, Bureau of Fire Protection, City Treasurer’s Office, and Business Permit and Licensing Office – all essential offices for permit and business processing.
In her message, Mayor Jane Yap emphasized that the new center demonstrates the city government’s unwavering dedication to improving local governance and supporting entrepreneurs.
“This One-Stop Shop Center is a clear expression of our goal to make government services more efficient, transparent, and citizen-friendly. By bringing together key offices under one roof, we are not only making business transactions easier but also building a stronger foundation for inclusive economic growth in Tagbilaran City,” Mayor Yap said.
The city’s continued push for innovation and efficiency has earned national recognition.
The Anti-Red Tape Authority (ARTA) awarded a Certificate of Commendation 2024 to the City Government of Tagbilaran for its fully streamlined and digitalized electronic Business One-Stop Shop (eBOSS).
These developments underscore the city’s well-earned accolades, including being named the 2023 Most Business-Friendly City (Component City Category) by the Philippine Chamber of Commerce and Industry (PCCI).
Tagbilaran City was also hailed as a Hall of Fame Awardee, an honor conferred after winning the prestigious title three times in the past five years.
Additionally, the city received the Outstanding and Business-Friendly City in the Philippines Award from World Class Philippines 2023.
Through these achievements, the City Government of Tagbilaran continues to strengthen its reputation as a model of efficiency, transparency, and innovation, ensuring that the city remains a conducive environment for business and sustainable growth, while bringing excellent public service closer to the people.
