THIS is my 10-cents’ observation on the crusade against corruption.
There is no question on the merit to address corruption, it is long overdue actually. But there are many things to consider.
What “inspires” politicians to become crooks and crocodiles? Simple, they need money, lots of it if possible. For various reasons of course.
With lots of money, they can adequately fulfill their personal and family needs. They can buy things and properties that other people can only imagine. They can go to exotic places that other people can only see in pictures or in You Tube.
But more importantly, they need money because of the reality that winning an election requires money, a great deal of it. Gone are the days when merit and fitness were the main ingredients for a political victory. These days, money, money and plenty of money are the prime recipes for a political victory.
The next question, albeit a stupid one, is why do politicians need money to win an election?
And the moronic answer of course is because they need money to buy votes and because the voters usually sell their votes too. This makes the local and national elections very, very, very expensive.
Can you imagine spending several millions just to become a municipal or city kagawad or even a board member?
A city kagawad told me he spent a total of almost 14 million pesos in the last local elections and he landed as the number 2 city kagawad. When he received a copy of the voucher, he even boasted of the monthly take home pay from the city, obviously very pleased of the gross amount. When I told him that a certain amount would be deducted by the BIR as withholding tax, he was instantly silent upon learning of the remaining amount.
When he tried to compute the total amount he would receive in 3 years time, on the premise that he would receive the whole amount, and no bawas from “tulis-citation,” he was aghast at the paltry sum as compared to the total expense he spent for campaign purposes.
But the nagging question remains – di man gyod ma-bawi ang gastos para kampanya kon sweldo lang ang basehan pero ngano nga daghan man gihapon ang mang-lansad, pakamatyan pa man gani o mag-away pa man gani ang mga managsoon ug mga paryente tungod lang sa politika?

That’s just the “basic” issue on corruption. But there are other “concerns.”
For instance, why should legislators like Congressmen and Senators concern themselves or pay particular attention to functions that are alien to their basic functions as lawmakers like infra projects or like the most scandalous and controversial one, the flood control projects?
Ang ilang trabaho mao ang pag-panday, pag-pasa o pag-usob sa balaod, dili trabaho nila ang pagpahimo og karsada, tulay, multi-purpose building, eskuylahan, waiting shed ug uban pa nga mga infra projects kay trabaho man na sa executive branch.
Kon gusto undangon ang mga “multo” nga mga projects ug uban pa nga mga pangurakot, angayan lang nga undangon na sa mga kongresista ug mga senador, apil na ang mga party-list ang practice nga “manghatag” o “mangita” sila og mga infra projects sa ilang distrito.
Diha bitaw to kongresista sa una nga akong gipangutana sa akong radio program sa DYTR ug unsay iyang accomplishment isip kongresista sa distrito, susko dalia nakatubag og nasuroy na niya ang tibuok distrito ug naka-panghatag na siya og mga multi-purpose buildings, waiting shed ug uban pa. Sa dihang akong giingnan nga di man na niya trabaho kay executive function man na unya ako gipangutana og balik kon duna ba siyay balaodnon para sa distrito nga na-pasa o nahimo nga siya mismo ang author, susko nasud-ipan o natuk-an oi.
Kay wa man gyod bisan usa na lang nga bill o balaodnon nga iyang na-pasa sa kongreso kay busy man siya og panapi sa mga infra projects. Pero human maka-hinuktok og pipila ka gutlo, abtik na sab siya mitubag nga co-author siya sa usa ka balaod – nationalization ra god pod sa usa ka karsada from provincial to national road.
Sa dihang akong gipangutana kon igo lang siya mipirma pero lain nga kongresman ang nagpanday o naghimo sa balaod, nasud-ipan na sab mao nga wa na lang ko mangutana og usab ug giundang na dayon nako ang live interview.

And another thing to address the issue of corruption.
Dapat i-bawal na ang practice nga sub-contracting kay pananglit dunay contractor nga midaog sa bidding para infra project, dapat lang nga siya ang mo-trabaho, ug dili niya i-sub-contract og lain nga contractor.
Ngano man?
Una, nganong miapil pa man siya nga di man diay siya gusto mo-trabaho sa maong project? Ikaduha, ang kontrata sa maong project gipirmahan lang sa tag-iya sa project ug ang midaog sa bidding nga contractor. Kon i-sub-contract kini, way control ang tag-iya sa project ug dili niya kini magukod kon dunay problema sa project kay wa man mopirma sa kontrata ang sub-contractor.
Duna bitaw usa ka project nga akong nahibaw-an, bag-o unta nga regional office sa usa ka national agency, hangtod karon wa pa gyod intawon magamit o mapahimusli kay wa na man mag-operate o missing in action na man ang sub-contractor, nga bisan ang DPWH di na kabalo og asa na ang sub-contractor.
Matawag god og “multo” ang maong project kay nagbarog lang nga sama sa kalabera, gibiyaan lang sa sub-contractor nga wa mahuman.
