Tagbilaran team brings home CSC prize PAGASA AWARD

THE City Government of Tagbilaran once again gained recognition for its pioneering digital governance efforts as its Electronic Business One-Stop-Shop (E-BOSS) Team won the Regional CSC Pagasa Award – Group Category.

The award was conferred by the Civil Service Commission (CSC) on September 12, 2025 in Cebu City.

The award honors government groups whose innovative contributions significantly benefit more than one department or agency, with Tagbilaran’s E-BOSS Team cited for its role in advancing innovation, digital transformation, and efficiency in public service.

Awardees include Atty. Colleen Rose Guantero, Former Head of the Business Permits and Licensing Office (BPLO) and now Acting City Assessor; Gina Pequiño, Rey Mark Bual, and Junah Flor of BPLO, along with Rhex Casas of the City Treasurer’s Office.

The E-BOSS platform has become a cornerstone of the city’s drive for a business-friendly environment. It provides business owners with a convenient and accessible way to comply with registration requirements through streamlined and fully digital processes.

The city’s digital transformation journey is anchored on Mayor Jane Yap’s Executive Order No. 1 in 2022, which prioritizes the digitalization of Tagbilaran including its government offices.

The E-BOSS system is one of the flagship implementations of this directive, ensuring that government services are not only accessible but also transparent and efficient.

Mayor Yap lauded the team’s achievement, saying it reflects Tagbilaran’s vision of harnessing technology to deliver faster, more transparent, and more responsive public service.

“The success of the E-BOSS is proof of what innovation and collaboration can achieve. It not only makes doing business easier but also strengthens investor confidence in Tagbilaran. I congratulate our E-BOSS team for bringing pride to our city and for showing how digital transformation can truly improve governance,” Mayor Yap said in a statement.

The City Government of Tagbilaran has consistently produced CSC national and regional awardees. Last year’s national Pagasa awardee was Ms. Adelfa Salutan of the City Livelihood and Community Development Unit and the regional awardee was the Tagbilaran City Disaster Risk Reduction Management Office (CDRRMO) composed of Marko Emmanuel Longjas, Fritz Dennis Ruyeras, Von Angalot, Airah Junerey Balatayo and April Joy Yarte.

Previous CSC Pagasa awardees from Tagbilaran included former Mayor John Geesnell “Baba” Yap, CDRRMO Head Gerard Lavadia, City General Services Officer Dr. Chris John Rener Torralba and a team from the City Health Office composed of Dr. Jeia Pondoc, Reina Torralba-Balay, Emma Sagaral and Hannafil Pacomios.

These awards highlight the extraordinary commitment of Tagbilaran City’s public servants, whose diligent efforts continue to make a positive and lasting impact on the lives of their constituents and strengthen the delivery of essential public services.
