Instructional Plan (IPlan) Development as an
Important Support to the Delivery of Instructions
(Mental Health Management Protocol)

THE development of Instructional Plans (IPlans) in the Department of Education (DepEd) is guided by various legal and policy frameworks; a) Republic Act No. 9155, also known as the Governance of Basic Education Act, this law outlines the framework for basic education in the Philippines and emphasizes the importance of quality education; b) DepEd Order No. 36, s. 2016, provides guidelines on the preparation and implementation of the Annual Implementation Plan for the School Year, which includes instructional planning, and c) DepEd Order No. 42, s. 2016 which outlines the policy guidelines on daily lesson preparation for the K to 12 Basic Education Program, emphasizing the importance of instructional planning.

Creating an instructional plan is essential for delivering effective, organized, and goal-oriented teaching. Here’s why it’s important: clarifies learning objectives; defines what students should know or be able to do by the end of the lesson; structures the lesson; organizes content, activities, time, and assessments in a logical sequence; helps teachers plan for differentiated instruction to support all learners, including those with special needs and advanced learners.

Iplan also prepares for resources and materials; allocates time appropriately for each part of the lesson, includes formative or summative assessment strategies to measure student understanding; after teaching, the plan can be reviewed to evaluate what worked and what didn’t; makes it easier for teachers to share and co-plan with colleagues; and ensures that lessons align with national learning standards or competencies.

The model Iplans reflect the the following: lesson title, grade level/subject learning objectives, materials needed, instructional procedures such as:introduction, main activity/ies, closure) assessment/evaluation, differentiation strategies, and reflection notes.

Region Memorandum, No. 0551 s. 2025 provided a Series of Workshops on the Development, Quality Assurance & Finalization of Instructional Plans (iPLANS) in MADRASAH Education Program, GMRC Grades 1, 4 and Values Education Grade 7. SDO Bohol Education Program Supervisor prepared an activity design for the process to be undertaken by selected Values Education (ValEd) and Good Manners and Right Conduct (GMRC) writers for grades 1,4,and 7 classes.

SDO Bohol is very fortunate to have a very supportive Officer In-charge, Office of the Schools Division Superintendent, Fay C. Luarez EdD, PhD TM, CESO VI, and Assistant Schools Division Superintendent Eduardo C. Ompad EdD, CESE, for allowing a group of Iplan writers for the development of grades 1,4, and 5 classes. This activity was divided into different phases: orientation, Iplan development phase 1, Iplan development phase 2, Iplan development phase 3, quality assurance, finalization, and presentation of quality assured outputs.

The activity was managed by CID Chief Carmela M. Restificar PhD, with Education Program Supervisor in Values Education, Ma. Maya V. Tumalon PhD, MDM. Ubay 2 District CESP Josephine S. Boyboy PhD and Ubay 3 SIC Cresencio C. Lungay served as the resource persons.
