Gina Bulawin-Inting and noted by city Engr. Teodoro Estoque.<\/p>\n\n\n\n<p>The issuance of the said occupancy certificate was prompted after careful inspection and all the documents\/requirements have been complied with, according to Engr. Caliao of the Provincial General Services Office in an interview with Marc Pernia.<\/p>\n\n\n\n<p>A reliable Capitol source said that the past administrations of then governors appeared to have failed to secure the said certificate but employees were prodded upon to occupy the building after it \u201cwas finished\u201d even without the said document, a prerequisite pursuant to National Building Code or Presidential Decree No. 1096.<\/p>\n\n\n\n<p>The old Capitol building located infront of the Plaza Rizal is now being occupied by the National Museum housing historical relics and the Capitol annex rented by the Department of agrarian Reform and other tenants.
